HI has been present in Sierra Leone since 1996. Various projects have been implemented since, in health, rehabilitation, social inclusion, rights promotion, etc. but since the end of the Ebola crisis, mainly education projects are implemented HI has currently three projects on Inclusive Education with funding secured until 2021 for the longest and a new project on Mental Health has started in 2018 for a period of four years.

The new Program Operational Strategy has been validated for the period 2018 -2020 with the will to increase the level of activity through projects in various topics. Our strategy focus on four complementary and interlinked pillars:

Protection and Rights

Education and Livelihoods

Health and rehabilitation

Technical support for inclusion

The current and future projects require the creation of this new position of Technical Coordinator Inclusion .


Under the line management of the Program Director, you will be part of the Senior Management Team based in Freetown and will participate in Coordination meetings and Management of the Program. You will manage directly the M&E Manager and will work very closely with the projects teams.

All projects are managed by Project Managers under the supervision of an Operations Coordinator and are implemented with DPOs, local associations and/or government institutions. HI focuses on partnerships and building the capacity of its partners to ensure sustainable access to services for people with disabilities and vulnerable groups.

You ensure the technical framework and quality of the approaches "Inclusion, Inclusive Education, Disability, Access to Services, ", the choice and content of training and/or coaching to be implemented and develop the skills of HI program teams, HI partners and project beneficiaries, in close collaboration with the Operations Coordinator and the Deputy Operations Coordinator. You will also guarantee the quality of the technical training and the national strategy of the Inclusive Education component implemented by HI.

In this framework, your main duties are:

Ensure that disability, gender and age are taken into account internally / within the program.

Provide technical support of HI teams and Ministries of Education to develop HI's positioning in Inclusive Education and the institutionalization of the IE concept in national policies on Education in Sierra Leone

Participate in the representation of HI externally within the program

Participate in the development of new projects in line with the Operational Strategy 2018-2020 to meet the needs of beneficiaries.

Ensuring that the experience of the programme contributes to Handicap International s knowledge base and professional know-how


You have:

Diploma and / or confirmed experience in the field of inclusion and / or inclusive education or disability.

Expertise in one of the following themes: Inclusive Education, Disability, Inclusive Development, (Minimum 3 years)

Good experience in project management (minimum 5 years)

Capabilities to develop training modules

Ability to develop a global strategic vision on development issues

Animation and facilitation of workshops (training, project review, awareness), Experience in adult education and training of trainers

English mandatory (oral and written)

An experience of operational partnership management and/or a previous experience with HI would be an asset.


The overall situation in Sierra Leone is calm. The program currently operates only in Sierra Leone but aims to re-start activities in Liberia (the program closed the office in December 2017 at the end of the project). The position is based in Freetown but some visits to the Sierra Leone bases in the Provinces (in Kono, Kenema and Kailahun) would be expected and it is possible that there may be a requirement to travel to Monrovia.

Salary from 2757 gross/month according to the experience of the candidate

Perdiem : 456 net/month

Insurances : medical hearth coverage, retirement planning, repatriation

Paid holiday : 25 days per year

R&R : 1 day per month

Housing : individual taken in charge by HI
