CARE is seeking an experienced Regional Technical Advisor for M&E who will lend expert support to West African Development Food Security Activities (DFSA) Programs funded by the USAID Office of Food for Peace (FFP) and other similar activities. CARE works in a variety of contexts from protracted crises to stable development settings, as well as contexts in the nexus between these two types, and recognizes that the underlying drivers of food and nutrition insecurity are poverty, gender inequity, non-inclusive governance, poor adaptation to climate change and the inability to manage other economic and political shocks and stressors. To address these underlying drivers of poverty, the CARE Food and Nutrition Security Global Team has developed the She Feeds the World (SFtW) framework, which underlies all CARE FNS programming.

The CARE Food Security and Resilience team (FSR) is a key contributor to CARE s global Food and Nutrition Security programs worldwide. The team designs and manages USAID/Food for Peace Title II Development Food Security Activities (DFSA) and USDA McGovern-Dole Food for Education programs in accordance with the SFtW framework.

The person in this role will provide effective and comprehensive technical support and guidance to Monitoring, Evaluation and Learning Managers and other M&E staff for CARE Food for Peace programs, facilitating development and submission of key monitoring and evaluation documents and reports. S/he will work to improve the quality of program data management systems (tools and procedures), as well as expert review all Monitoring and Evaluation products submitted to donors.

The Technical Advisor will ensure that the M&E capacity developed during the first year of the program will be transferred effectively to other staff and institutional entities as appropriate. S/he will provide coaching and support to the M&E Lead and quality control of all M&E products and deliverables. In addition, the Regional Technical Advisor will ensure effective development and implementation of high quality and impactful interventions through periodic visits, development of research and learning products, and review of project reports and deliverables in all relevant technical areas.

Responsibilities:
Technical guidance and engagement
Provide strategic oversight and technical inputs for Food for Peace Development Food Security Activities (DFSAs) and other similar activities in the West Africa Region
Ensure that the M&E Specialists/Managers have access to the latest and most effective M&E guidance, protocols, indicators, and methods required for use in such programs
Internal and External Learning and Sharing
Coordinate communication and learning among M&E and Learning Leads and Coordinators
Organize fora for exchange of best practices, innovations and lessons learned
Participate in monthly Food Security and Resilience Team meetings, FNS and FSR retreats, leading events and other relevant internal CARE meetings and workshops that are of relevance to this role
Resource Mobilization
Work with CBU proposal teams to develop M&E plans for new programs, especially Food for Peace DFSA programs.
Ensure that the documents are well conceived, rigorous and meet donor quality standards
Support the development of Theories of Change and LogFrames or other M&E plan elements to ensure inclusion of appropriate indicators linked to the correct program

Qualifications:
Bachelor s degree in social science, economics and/or health science research. Masters or doctoral (PhD or MD) preferred
At least 5 years of experience as a lead M&E Specialist for a USAID program
Demonstrated experience providing technical and programmatic guidance in monitoring and evaluation
Strong familiarity with Food for Peace, Feed the Future and USAID M&E requirements, as well as other donor requirements
Experience in designing and implementing highly effective and efficient M&E systems that deliver accurate and timely information for reporting and evaluation
Interpersonal and intercultural communications skills, with the ability to communicate knowledge in a manner appropriate to diverse audiences
Proven ability to work in partnership with other professionals, and to support learning and sharing of lessons and best practices
Demonstrated abilities in strategic planning, management, and oversight of complex technical initiatives
Experience in development of effective and competitive M&E plans for proposals, including advising on budget requirements
Knowledge of and experience with indicators and methods used for monitoring all facets of FNS programs
Excellent verbal and written communication skills both in English and French
Familiarity with commonly used software applications
