Inclusive education is a completely new concept for the Azerbaijani education system where children with disabilities are traditionally placed in special educational institutions, such as special schools or boarding schools or educated at home. Obstacles to inclusive education in Azerbaijan include: lack of legislation and policies addressing a definition of IE and guaranteeing an access to inclusive learning opportunities for all students; lack of physical accessibility of education institutions and lack of assistive technologies to assist children in accessing the existing curriculum when possible; lack of teacher capacity to support the learning of children with disabilities in regular schools; lack of adequate transportation to school for children with disabilities.

This consultancy is part of the EU funded project on Expanding Inclusive Quality Education for Children with Disabilities in Azerbaijan for 2018-2020. The overall objective of the project is to create an environment in which there will be increased access and participation in the learning process for children with disabilities in regular schools across the country, increasing their participation in the learning process without discrimination while simultaneously addressing public misperceptions and attitudes that create barriers to inclusion of children with disabilities in society.

To achieve the objectives, the project will aim to strengthen national systems and capacities to further improve and expand inclusive and quality education through:

Outcome 1: Improved knowledge and capacity of pre- and in-service teachers on inclusive education through incorporation of modules of inclusive education in the national teacher training curriculum.

Outcome 2:Teachers, students and parents in seven pilot districts (Baku, Sumgayit, Ganja, Guba, Shaki, Agjabadi, Gazakh) benefit from local support and resources through district level support and Resource Centres providing a vital knowledge base at the local level, directly engaging with teachers, school managers and families, and contributing to sustained delivery of the new programme.

How can you make a difference?

Strengthening national capacities is a key step for introduction and expansion of inclusive and quality education. It involves developing teachers skills at pre-service and in-service levels and creating a new generation of teachers able to deliver inclusive education in regular schools. There is also a need for Resource Centres directly engage with teachers, school managers and families, and contribute to sustained delivery of the new programme. The Country office has no capacity for supporting teacher training component of the project, including coordinating training roll-out to 7 pilot districts and continuous on-the-job mentoring support to the multiple beneficiaries in all of the project sites.

This ToR outlines the purpose of assignment, major tasks to be accomplished and required qualifications of a candidate.

Purpose of the consultancy:

UNICEF is looking for a national consultant to provide technical, administrative and coordination support to the UNICEF Country Office and the Ministry of Education of Azerbaijan in strengthening national teacher training system to build competencies for Inclusive Education. The consultant will work closely with the international consultant who will lead on capacity building for pre- and in-service teacher training and will provide follow-ups and on-the-job professional support to the master trainers and teachers of the teacher training institutions through provision of refresher training sessions, regular lesson observations and continuous mentoring guidance and support to the trained master trainers and staff of 9 Resource Centres.

Duty station:Baku, Azerbaijan with travel to the pilot project sites in Baku, Ganja, Guba, Sumgayit, Agjabedi, Gazakh and Shaki.

Under the supervision of the UNICEF Azerbaijan Office and in consultation with Ministry of Education the national consultant will support the project delivery by:

providing technical support to the international consultant in a comprehensive review of the national in-service and pre-service teacher training system, including identifying and collecting any relevant information and data, including publications, reports, statistics, etc. to help in the context and needs analysis and formulation of a strategy and an action plan for national capacity building of teachers at pre-service and in-service training levels; development of a model and a strategy for adjusting the role of the special educators and in development of the Terms of Reference and an action plan for the IE Resource Centres;assisting the international expert in development and field testing of ToT module(s) and trainings for in-service and pre-service teacher training levels, through advising on the context, national policies and requirements for teacher training and available needs, capacities and resources;following up and monitoring implementation of ToT module(s) and provision of refresher trainings, as required, for in-service and pre-service teacher training levels;providing on-the-job professional guidance and support to teachers of the beneficiary teacher training institutions, including mentorship assistance and professional advice to all trainers at in-service and pre-service teacher training levels;conducting refresher training sessions on the new inclusive education modules, regular lesson observations and continuous mentoring guidance and support to the trained trainers and staff of 9 Resource Centres in 7 pilot districts;quality reviewing the translated ToT training materials, didactic and teaching materials on Inclusive Education in Azerbaijani;regularly monitoring and evaluating the relevant outcomes of the Inclusive Education project implementation vs the agreed project objectives, indicators, deliverables and timelines and performance of the partners/contractors. Submit monthly and monitoring visit reports.undertaking regular field visits and sharing information with stakeholders to assess progress. Reporting on critical issues, bottlenecks and potential problems for timely action to achieve results.providing support in identifying, capturing, synthesizing, and sharing lessons learned from the implementation of the teachers capacity building programme in all beneficiary institutions, including pilot pre- and in-service teacher training institutions and 9 Resource Centres; following up on unresolved issues to ensure resolution.building and sustaining effective close working partnerships with the Ministry of Education, pilot institutions and local stakeholders through active sharing of information and knowledge to facilitate project implementation and build capacity of stakeholders to achieve and sustain results on the Inclusive Education project.Support to any other related task, as required.

To qualify as an advocate for every child you will have

A postgraduate degree in education, preferably inclusive education, social sciences or any other relevant field.Minimum 5 years of experience in designing and implementing teacher education or training programs. Any experience in teacher training for inclusive or special education would be an asset.Previous project management experience in the development sector, including professional experience in programme planning, management and/or research in education.Excellent English communication, writing and analytical skills;Excellent Azerbaijani communication, writing and analytical skills;Ability to work in a team with tight deadlines;Availability for intensive travel to the project pilot districts;Familiarity with UNICEF s mission and mandate.

Consultancy fee is to be proposed by a potential individual and agreed with UNICEF in line with UN rules and regulations.

The consultant will be expected to travel to districts identified for the Inclusive Education project based on agreed trip plan each month to provide capacity building, mentoring, M&E and quality assurance support for the project activities in the pilot districts. Per diems for local trips at a rate approved by the project will be applied for travels. Local transportation costs will be covered as per the rate to be agreed with UNICEF.

Consultants and individual contractors, regardless of contract duration, must complete the applicable mandatory training courses no later than 30 days after the start of the contract, or provide copies of the completion certificate(s).
