How can you make a difference?

The main purpose of the consultancy is to develop practical Community Pre-School Implementation and Management Guidebook detailing the process to upgrade and establish CPS to meet newly established minimum standard of CPS approved by the Sub Decree No. 245 and develop presentations for MoI and SNAs to provide orientation of the Guidebook to communes/sangkats in Cambodia

Specific objectives include:

Develop a practical CPS Management Guidebook to guide commune/sangkat to upgrade/establish CPS into standardized community preschool with Sub-national administrations (SNAs) and community s engagement in financing and managing standardized CPS by drawing upon good practices, including the UNICEF CPS evaluation, other CPS training resources, field visits and consultation with key stakeholders.Develop presentations of the guidebook and provide orientation to officials of the MoI and SNAs.

Work Assignments

Review the current CPS training resources and newly approved Sub-degree, Prakas and other relevant resourcesDevelop an inception report based on literature review, including detailed workplan for completing all deliverables within the allocated period based on consultation with government partners and other stakeholders.Conduct field visits and consultations with UNICEF Education Programme, MoI, MoEYS and other stakeholders to gather inputs for development of CPS Implementtion and Management Guidebook for Communes/SangkatsWork with MoI and Ministry of Education, Youth and Sport to develop CPS Implementation and Management Guidebook for Communes/Sangkats with clear roles and responsibilities of the commune/sangkat in establishing/upgrading, implementing, managing, monitoring and supporting CPS to meet minimum standard of CPS.Field validation with stakeholder of the draft CPS Implementation and Management Guidebook for Communes/SangkatsPresent the draft CPS Implementation and Management Guidebook for Communes/Sangkats to MoI, MoEYS and relevant stakeholders.Finalize the CPS Implementation and Management Guidebook for Commune/SangkatWork with MoI to develop presentation for orientation of the Guidebook to communes/sangkat in CambodiaConduct orientation of the Guidebook to MoI and SNA Officials

Expected deliverables

Deliverable 1: Inception Report with literature review, a detail work plan (including local travels), and methodology and data collection tools, list of stakeholders to be consulted

Deliverable 2: Draft outlines of the Community Pre-School Implementation and Management Guidebook for Communes/Sangkats (Consultation with key stakeholders)

Deliverable 3:First Draft Community Pre-School Implementation and Management Guidebook for Communes/Sangkats

Deliverable 4:Final Community Pre-School Implementation and Management Guidebook for Communes/Sangkats (Validation with key stakeholders)

Deliverable 5:Final capacity development, provide orientation of the Guidebook to MoI and SNA Officials, and final report of the consultancy

To qualify as an advocate for every child you will have

Advanced university degree, preferably advanced university degree in Education;Extensive knowledge and 10 years of experiences of pre-primary and early childhood education/programmes;5 years working experiences with government agencies and ministriesTechnical knowledge of Cambodian early childhood education and local governance systemExcellent analytical, facilitation, communication and report writing skills;IT literacy (Use of MS Word, Excel, PowerPoint)Demonstrated facilitation training experience;Demonstrated ability to work in a multicultural environment, good team working spirit; and Good leadership skillsFluency in written and spoken both Khmer and English
