HI has been present in Sierra Leone since 1996. Various projects have been implemented since, in health, rehabilitation, social inclusion, rights promotion, etc. but since the end of the Ebola crisis, mainly education projects are implemented currently 3 education projects are taking place with funding secured until 2021 for the longest. A rehab project and an emergency project (rehab, protection, PSS) following the landslide and the floods of August 2017 in Sierra Leone were implemented in 2017. A new mental health project has started in 2018 in Sierra Leone.

A new Program Operational Strategy has been validated for the period 2018 -2020 with a will to increase the level of activity (including new projects in Liberia with a re-opening of Monrovia office as soon as projects are funded) through projects in various topics such as physical rehabilitation, mother and child health, livelihood and sexual and reproductive health.


Based in Freetown, the Support Services Coordinator (SSC), by delegation of the Program Director (PD), will ensure the operational and strategic running of the support services, via direct management of the 3 services managers (HR, Logistics and Finance) and through technical links with site administrators.

In this context, you will be responsible for:

1/ Ensuring the smooth running of the support services department

2/ Managing the program's financial resources

3/ Implementing the program's HR strategy (pay, social and training policies) and ensuring implementation of HR processes

4/ Ensuring the program's logistics management (general services, procurement, equipment, vehicle fleet and stocks) in compliance with internal procedures and donor requirements

5/ Guaranteeing compliance with the program's administrative and legal frameworks

In a context where skilled HR are rare and knowing that 2 support services manager have less than 1 year of seniority within HI, the SSC will have to pursue the on task training of his/her team.


You are/you have :

An advanced degree in relevant matter: Business administration, Economic, Finance, HR, Logistics

Minimum 3 years of experience overseas in development and post crisis environment, in managerial positions corresponding to the needs of the position (coordinating the 4 domains : HR, Admin, logistics and Finance)

Strong team management capacities

Advance skills in writing regulations and procedures

Ability to work independently and as a member of a team

Leadership, flexibility, diplomacy

Good capacity to withstand pressure and manage stress

Excellent communication and writing capacities in English. French is an asset.


The office and the expatriate s houses/apartments are comfortable. All houses have generators, air conditioning and drinking water is supplied. Freetown is less developed than the main capitals in West Africa and food variety can be limited but most items can be found in supermarkets.

The position is based in Freetown but some visits to the Sierra Leone bases in the Provinces would be expected and it is possible (although not guaranteed) that there may be a requirement to travel to Monrovia.
