The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 5.6 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian programme portfolio from four different hubs, along four main pillars:

Provision of physical and functional rehabilitation (including P&O provision) and psychosocial support through support to health partners (hospitals, care houses, psychosocial support centres, local NGOs) through training, technical supervisions and donations of assistive devices and/or equipment and direct management of HI teams. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas; Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation of programs.

The South Hub is currently implementing programs under health, humanitarian mine action, livelihoods and inclusion pillars. Expected growth of programmes in 2018 include the Inclusive Health programme and a new Livelihoods programme.

The South Programme Coordinator will be responsible for all programmes of the Hub together with the PMs. He/she will:

Support, guidance and management of the Programme teams Ensure compliance with HI guidelines and tools, budget regulations, donors requirements and quality insurance Ensure strong coordination with the Area Coordinator, the Coordination team and South Hub Support Services Team

Under the responsibility of the Area Coordinator, in close collaboration with the PMs, the South Hub programme teams and in link with Coordination office team, she/he will:

Lead the overall program strategy of the Hub Ensure programs implementation in compliance with HI and donors standards Provide management and leadership to the Hub program team Ensure external representation of the Hub at the relevant meetings Replace the Area Coordinator and the Project Managers when needed

Bachelor s or Master s degree in project management or any relevant field


Minimum 5 years of professional experience in the field related to the position (Program, Project Management, MEAL) Experience managing complex teams Experience with budget management Experience in donor reporting Experience with partnership management Experience in staff capacity building Experience in HI sectors of intervention (health, risk education, inclusion) would be preferable


Excellent English writing skills Strong computer skills Strong level of analysis and management Strategic vision Capacity to integrate in a complex organization setup with multiple layers of communication

Length of the contract: 12 months
Salary from 2760 gross/month regarding the experience of the candidate
Perdiem : 588 net/month
