Promoting good health at key stages of life, taking into account the need to address health equity, social determinants of health and human rights, with a focus on preventing morbidity, mortality and disability from vaccine-preventable diseases through the optimum use of currently available and new vaccines.

Description of duties:
The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda:
- To provide technical expertise to countries of the sub-region in establishing, planning, implementing, monitoring progress and evaluating epidemiological protocols as related to immunization interventions at IST level, with first-line responsibility the development and review of existing guidelines and standard procedures and their implementation at the sub-regional, regional and national levels within the regional and national public health networks.
- To contribute to the establishment and strengthening of partnerships at country and inter-country level, in close cooperation with other IVD staff and other clusters as appropriate, to implement epidemiological and surveillance reviews and assessments, participate in the planning and documenting key achievements; promoting information-sharing on best practices in immunization, critically analyzing and interpreting data to demonstrate evidence-based results and strategies.
- To participate in the preparation of national immunization campaigns and Supplemental Immunization Activities (SIAs) aiming at achieving high quality including the independent monitoring of the campaigns as necessary.
- To take part in outbreak investigation and response facilitating laboratory confirmation as well as program communication and feedback to countries, strengthening surveillance and monitoring the impact of immunization interventions.
- To participate in the development and update of norms and standards to improve epidemiological study on all aspects of immunization, including but not limited to routine immunization, polio eradication, new vaccines introduction and/or surveillance, Yellow Fever, Measles and Rubella, Meningitis control activities, maternal and neonatal tetanus elimination, providing expertise and developing/revising guidelines and promoting their implementation with emphasis on capacity building based on sound operational policies, and providing technical expertise and advice to Member States and partners, regional and sub-regional networks.
- To encourage close collaboration at/between regional, sub-regional and country levels, including encouraging information-sharing through video-conferencing, informal consultations and, as required, inter- and/or sub-regional meetings; ensuring collection, collation and analysis of data from countries and regular reporting on the situation of the respective programme at IST level, including the preparation and submission of annual global progress reports, development and maintenance of up-to-date sub-regional and national databases as part of the development on new/improved tools and strategies.
- As required, to collaborate on the elaboration and implementation of resource mobilization and advocacy strategies, as well as providing advice and guidance to sub-regional and national partners and reporting on projects funded by partners at the sub-regional or regional level.
- To support the Team Leader and EPI Focal Points in the development of work plans and budgetary proposals, as required.
- To perform other related responsibilities as assigned, including replacing and backstopping for others as required.


Essential :
Medical Degree with post-graduate degree or training in epidemiology and public health.
Desirable :
Specialization in social science, anthropology or clinical immunology; technical expertise disease control and immunization; training or degree in health education an asset.

- Within the context of the Global and Regional Vaccine action plans, demonstrated ability to plan, coordinate and implement epidemiological protocols at IST level; monitoring and reporting on results, progress, lessons learnt and obstacles.
- Demonstrated track record in the conduct of epidemiological studies on subjects such as routine immunization, polio eradication, new vaccines introduction and/or surveillance, Yellow Fever, Measles and Rubella, Meningitis control activities, maternal and neonatal tetanus elimination in line with Integrated Disease surveillance (IDSR), International Health Regulations (IHR) and Universal Health Coverage (UHC), including but not limited to the development and implementation of norms and standards and effective reporting mechanisms and systems, and/or M&E.
- Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts; and to participate in resource mobilization and advocacy activities.
- Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.
- Diplomacy, tact and courtesy.

Other Skills (e.g. IT) :
Proven ability to use standard office software packages, Conversant with common IT software including eHealth tools.

Essential :
At least seven years' practical experience in epidemiological studies as related to routine immunization, polio eradication, new vaccines introduction and/or surveillance, Yellow Fever, Measles and Rubella, Meningitis control, maternal and neonatal tetanus activities at the regional and national levels with experience in analysis and databases for monitoring and evaluation purposes; experience in project management.
Desirable :
Experience in policy formulation, strategic and policy planning implementation and monitoring of immunization activities and disease surveillance.

Excellent knowledge of English and/or French with a good working knowledge of the other.
Knowledge of Portuguese is an advantage.

Additional Information:
WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel (for international positions only), education grant for dependent children (for international positions only), pension plan and medical insurance.

Post Adjustment:49.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
