UNICEF is currently working with the Government of Indonesia to develop a national strategy to end child marriage, as well as a training package for local government officials, religious and community leaders on child marriage prevention and response at the village level. At the same time, adolescent girls and boys must also participate in the campaign against child marriage, spreading adolescent-responsive key messages about the importance of delaying marriage, including related aspects such as completing secondary school, pursuing career options, and safe internet usage. Additionally, young people must be actively involved in behavior change campaigns targeting them, as agents of change.
A recent consultation done with girls, boys and communities in three provinces in Indonesia (West Sulawesi, East Java and Jakarta), found that adolescent girls in particular lack positive role models and alternatives to child marriage as well as realistic views of married life as mothers infrequently speak to their daughters about marriage and relationships. This is compounded by the fact that many relationships are starting online with very little time between meeting and getting married.
Given this background, there is a need to hire a consultant to develop a toolkit targeting youth groups and networks, for peer-to-peer campaigns, that is useful and accessible for its members adolescent girls and boys to end child marriage.
Purpose of the Assignment
Through consultations and partnerships with young people especially adolescent girls, understand marriage, education, future dreams, and internet usage practices and develop gender-transformative IEC materials targeting adolescent girls and boys such as posters, videos, and pamphlets.
Develop training package for child forum members to effectively disseminate IEC materials using a peer-to-peer model to prevent child marriage.
Deliver training for child forum in West Nusa Tenggara (Lombok) and West Sulawesi (Mamuju) (locations to be finalized later)
Provide follow up during the campaign in the form of coaching and mentoring.
Support Indonesia Adolescent Girls Network through delivery of 1-day training on C4D principles and development of behaviour change communication campaigns.
Organize in-depth consultations with child forum and other adolescent girls and boys in NTB and West Sulawesi (final locations TBD) to develop key campaign messages and ideas for IEC materials.Design adolescent-responsive and gender-transformative IEC materials targeting adolescent girls and boys related to child marriage prevention.Pilot test IEC materials with child forum and other adolescent girls and boys in NTB and West Sulawesi.Develop training package for child forum on soft skills how to use IEC materials to prevent child marriage using peer-to-peer approach.Implement training for child forum in NTB and Mamuju (final locations TBD) in coordination with UNICEF local partners.Support UNICEF local partners through coaching and mentoring.Present report on final products of campaign.

Qualifications of Successful Candidate:
Bachelor degree with at least 5 years of experience in Behavior Change Communication/Communications for Development.Experience designing Information, Education and Communications materials.Excellent skills in communicating with children and young peopleKnowledge of gender issues and gender-transformative programmingTraining facilitation experience.Familiar with and experienced in adolescent/ child-centered design of programmes for organizations (the UN or other).Experience working in diverse regions of Indonesia.Fluency in Bahasa Indonesia and proficiency in English.
