COOPI Cooperazione Internazionale,is a humanitarian, non-confessional and independent organization founded in 1965 in Milan, Italy. For more than 50 yearswe have been dedicated to breaking the cycle of poverty and to supporting populations affected by wars, socio-economic crises or natural disasters in their path to recovery and sustainable development, by making use of the professionalism of local and international operators, and through our partnerships with public and private bodies and civil society organizations.
COOPI has been present in Sudan since 2004. The recent history of Sudan is marked by strong disorders and violence, expressions of a civil war that on several occasions has shaken the country since its independence. COOPI s interventions focused in the Darfur region that for a long time has been the scene of armed clashes and particularly hit by periods of severe drought. To allow the management of these activities and to ensure access to basic services for the population, different interventions were carried out, in the field of water-hygiene and food security both on humanitarian and development perspective.
POSITION:DARFUR AREA COORDINATOR
REFERS TO:HEAD OF MISSION

In close cooperation with all the different positions in place at Country Coordination level, the Area Coordinator is responsible for the management of the coordination of his/her competence, in the fields of staff management, logistics, budget and procedures respect. Delegated by the Head of Mission, he/she represents COOPI with donors, institutions, NGOs, local government and international agencies available in the area. He/she guarantees the correct project implementation and the donors procedures respect. He/she cooperates with the Head of Mission in the definition of the Country Strategy and intervention priorities for its area of competence.
RESPONSIBILITIESInstitutional relations:Delegated by the Head of Mission, he/she manages relations with institutional donors and potential ones. In coordination with the Head of Mission, he/she represents COOPI in its area of competence through relations with institutions, NGOs, local and international organizations, and partners. He/she is also responsible for the Organization s reputation in the area.New opportunities identification:He/she verifies and proposes to the Head of Mission the intervention priorities to consolidate new opportunities of involvement in the area. He/she cooperates with the Head of Mission in the identification of new project opportunities in his/her area of competence. Delegated by the Head of Mission he/she participates to the elaboration of the strategy for his/her area of intervention.Projects management:Always referring to the Head of Mission, he/she coordinates and directly supervises projects, guaranteeing their correct implementation in conformity with contractual obligations and donors procedures, and in line with the COOPI s procedures and management standards. He/she coordinates the elaboration, writing, and necessary documents preparation for presenting new projects, referring to the Head of Mission. He/she is responsible for the preparation of projects reports and all monitoring documents requested by the coordination. He/she ensures that all official and administrative documents are transmitted to the Country Coordination.Country office management:He/she is responsible for all different aspects linked to the country office management: economic and financial situation, logistics, and local staff management, in conformity with the organization s guidelines. He/she guarantees the Country Regulation and the respect of the organization s procedures.Logistics:Coordinate the procurement process with the Logistician in Khartoum as needed and ensure all logistics needs are delivered in a timely manner; Manage all procurement processes in accordance with COOPI policies and procedures, in a transparent, accountable, efficient and cost effective manner; Ensure that all procurements are tracked and recorded appropriately to ensure accountability to the donor; Training and support of line managers and staff with logistical responsibilities; Oversee collecting quotations for all supplies; Procurement and installation of office equipment and supplies in the base (old and new ones); Human resources management for logistics department; Reporting & Analysis of logistics reports for the mission; Ensure anti corruption focus in procedures and trainings; Establish filing systems/archives according to COOPI standards in all offices; Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliersStaff management:He/she is responsible for the local staff management and training, in his/her area of competence, in close cooperation with the relative functions at Country Coordination level, whose indications he/she follows. He/she coordinates the expatriate staff, monitoring their activities, and participates to the staff evaluation, together with the Head of Mission.Safety:He/she is responsible for the expatriate staff security in the area, and for the correct implementation and respect of the general security regulation.Economic and financial management:He/she is responsible for the economic management of his/her area of competence. He/she supervises the financial management and, in cooperation with the Area Coordination Administrator and the Administrative Coordinator, he/she participates to the preparation of coordination and projects budgets. He/she ensures through the administrative function the respect of financial reporting deadlines and the organization/donor s procedures.Team Management: He/she oversees the recruitment, training, organization and management of logistics teams (PUI employees and potential daily workers), giving direct supervision to the national team.Base opening and logistical support: He/she oversees all the necessary logistical operations to ensure the proper opening and the proper functioning of the base, and ensures the roll out of standard internal logistic procedures.
REQUIREMENTSA minimum of 5 years of work experience in project formulation, implementation and coordination in the humanitarian context with International NGOsExperience in working with different Donors (ECHO, UNICEF, FAO etc.)Strong managerial skills.Good knowledge of humanitarian standard and backgroundGood report writing skills;Good knowledge and use of the English Language;Proactive aptitude in terms of planning and coordination with different bodies, institutions and Reference Points;Target oriented and problem solving aptitude;Good leadership skills, aimed at managing and motivating a team;Positive ability to bear stressful and complicated situations;Diplomatic and confidentiality skills;Advanced IT skillsPrevious experience in the Region is an asset.University degree relevant subject (post graduate degree required).
