Afghanistan is susceptible to multiple disasters. Central Highland provinces of Afghanistan is highly prone to disasters in terms of Avalanches, flooding, flash flood, debris flow and landslides. FOCUS is implementing Disaster Risk Reduction activities in Central Highland provinces of Afghanistan with the financial support of DFAT through AKF-A in the name of Australian Afghan Community Resilience Scheme (AACRS). Project is being implemented in Baghlan, Parwan, Kunduz, Bamayan, Samangan and Takhar with the package of risk reduction at community and school level. It is aimed to prepare the target community to reduce the vulnerability and mitigate the impact of disasters. Early warning System is an important element to enhance the preparedness level of community and country in wake of any natural disasters to take appropriate action.
Project component is proposing to install 8 Early Warning System (EWS) in mentioned provinces based on the hazards profile of villages. HVRA and past experiences suggests that most of project locations are prone to Avalanches, landslides, flooding and Debris flow. It is important to save community by providing early warning in case of occurrence or probability for occurrence of hazards to take appropriate preparedness action. Community led EWS is proposed to be installed in 8 at risk villages. FOCUS will like to engage an agency or individual consultant to provide the technical support in establishment the EWS in eight project location.
Objectives:Objective for installation of EWS
The Project assignment is aiming towards the installation of community based EWS for Avalanches, landslides and Debris flow in 8 locations in above mentioned provinces. Assignment will able to complete the following objectives after completion and functioning of the system.
To inbuilt the advance preparedness measure for community in form of EWS.
Train the community members on the installation and functioning of EWS.
To install appropriate community based EWS for Avalanches and debris flow.
To teach Community level institutions for utility of EWS mechanism.
The key responsibilities of the subject specialist are described as follows:
Do the feasibility study for the installation of EWS through interaction with team of project as well as looking at the GIS maps for the location. It is mostly remote based support.
Suggest the appropriate instruments for EWS in 8 locations based on the feasibility study report.
Facilitate in procurement for EWS instruments from registered company or connect to the company.
Support in installation through training of team or provide online knowledge for establishment of instrumentation.
Develop a guideline for operational and maintenance of the equipment.
Assess the performance of instruments through online or in situ process.
The given assignment will be accomplished within 2 months. Completion period would be end of March 2017.
The following deliverables shall be produced within the 2-month assignment timeframe;
Project inception report developed and submitted to FOCUS within 10 days of assignment
Feasibility study report along with the suggestions for equipment for EWS for Avalanches, landslides and Debris flow developed and submitted.
Required instruments purchased or FOCUS got connected with relevant company to purchase of equipment.
An operational guideline developed for installation and maintenance of equipment.
Training to Key personal for installation, maintenance and functioning of the equipment.
Awareness raising materials developed and shared with the community for awareness raising
A national level orientation workshop organized at Kabul to orient key agency.
Qualifications and Experiences
Following are the qualifications and experiences as desired for this assignment
Company or agency or individual with good credible recognition for installation of EWS in Asian region, especially to mountainous terrain.
Company or individual has sound knowledge of different type of EWS instrumentation for EWS.
Scientific knowledge of understanding the hazards types and its analysis for EWS mechanism.
Experiences in providing training for EWS for different type and level of stakeholder.
Understanding of Afghanistan context or working experience in Afghanistan.
