Palladium is seeking a DDU Technical Advisor for iHRIS to join the USAID-funded Human Resources for Health 2030 (HRH2030) project in Senegal. HRH2030 is a global project that aims to: 1) increase performance and productivity of the health workforce, 2) increase the number, composition of skills, and competence of health personnel, 3) strengthen HRH and Health Systems Strengthening (HSS) leadership and governance capacity, and 4) increase the sustainability of investments in health personnel. The partners of the HRH2030 consortium include: Palladium, URC, Thinkwell, AIHA, AMREF, Open Development, et l'Institut Tropical Royal (KIT). HRHS2030 in Senegal provides technical assistance to the Ministry of Health and Social Action (MSAS), the Human Resource Department (DRH) to operationalize health policy for a responsive health workforce and advance the use of information systems for HRH. The DDU Technical Advisor for iHRIS will provide capacity building support to the DRH and other health staff to maintain and use the iHRIS database for health program decision making, in collaboration with other key stakeholders. HRH2030 experts in iHRIS and DDU will provide technical support where necessary. The position is an annual fixed-term contract, renewable depending on performance, project priorities and availability of funding. The DDU technical advisor for iHRIS will be part of the Chemonics-led HRH2030 Senegal team, and on a day-to-day basis report to the HRH2030 Senegal Project Director, while being supported and managed by Palladium's US-based staff.. Lead HRH2030 Senegal activities in the area of iHRIS and DDU working closely with the Project Director, technical team, and government counterparts; Provide technical assistance to MSAS, and DRH to ensure that a cadre of staff are trained and able to update and promote the use iHRIS data for decision making effectively;Partipate in efforts to obtain, analyze and visualize data in ways that meet the information needs of targeted data users within the health system as well as for other government ministries that support HRH policy decisions; Support DRH to coordinate HRH data forecasting to feed into decision-making such as the national hiring processes;Engage key stakeholders around strengthening of linkages and coordination between the DRH and the Ministry of Public Services (MFP) for recruitment and deployment that is responsive to regional needs; Co-develop and conduct a regional rapid assessment of the organizational, technical and behavioral factors that affect decision making and building evidence on what works and what doesn't when building and strengthening HRH information;Review and propose additions /edits to existing iHRIS training materials and guidelines for data management and use; Coordinate and support government-led regional capacity building efforts for iHRIS;Engage with other implementing partners in regional capacity building efforts; Co-design supportive supervision visit guidelines for the use of iHRIS data in decision making and build capacity of others to coach in data use promotion;Assess viability and need for additional iHRIS software functions in collaboration with DRH HRIS trainers, MSAS computer unit and other partners; Lead efforts to promote interoperability and work with DRH, MFP and the MSAS computer unit to identify challenges to integration of HR information systems and other routine health data systems;Provide updates to the HRH2030 team on work progress and contribute to activity reporting and success stories as needed; *Other duties as assigned. Bachelor's degree with academic specialization in information technology, computer science or systems, or statistics;

Master's degree with an academic concentration in information systems, computer science, public health, biostatisitcs or a related field strongly preferred;Minimum eight years of experience in some aspect of management information systems (MIS) or health information systems (HIS) in Senegal or other developing country context; Experience with HRH information systems, specifically iHRIS, required;Demonstrated knowledge in state-of-the-art approaches for database architecture and interoperability solutions in developing country contexts; Software expertise with health information exchange standards and data visualization tools;Demonstrated capacity to mobilize, interprate, package and present data for decision-makers; Experience with delivering trainings, coaching, and mentoring with demonstrable success in strengthening capacity in others;Strong diplomatic, interpersonal and networking skills, ability to work well with senior government counterparts, consultants, and within a cross-cultural and virtual team. *Bilingual (written and spoken) in French and English essential.
