JOB CONTEXT :
Attached to the Direction of Development Action, Handicap International started working in the early 1980s with a focus on support to Afghan refugees. After several natural disasters, the organization came back to the country and implemented emergency and post-recovery projects.
The 2010 floods response led to a considerable increase in the volume of Handicap International s actions and since January 2014, HI Pakistan gradually shifted back its programmatic approach towards longer term and development projects.
The domains of intervention that Handicap International focus on are as follows: Inclusive Disaster Risk Reduction, Disability Advocacy & awareness, Community Based Rehabilitation and Child inclusive protection. Pakistan program has developed its multi-annual strategy in June 2016, to cover the next 5 years. This new strategy, besides broadening the impact in the region, will develop and reinforce all areas of the program in terms of organisation and efficiency.
In this context, the main objective of the SSC position is to establish a strong support service department, which will help the implementation of the new strategy.
The program will encourage creative development and resources mutualisation for a maximum impact. A progressive and creative development on the program, mutualising resource will be created.
The SSC main operational contacts are with:
the project managers under the direct supervision of the operational coordinator,
the support service team which is composed of two finance officers, one administration officer and two logistics officers
the project team members and the projects partners.
YOUR MISSION:
Under the direct line management of the Program Director, you coordinate, pilot and manage the administration, finance, accountancy, human resources and logistic departments. You bring technical support and expertise to site administrators and project managers in these thematic.
You monitor that all processes are running smoothly across the program and ensure their continuous improvement over time by working on better procedures and tools.
Your responsibilities are as follow:
Ensuring that the Program Strategy is being implemented on HR, administrative financial and logistics aspects
You lead the development of the support service department s strategy by planning and delivering on the different bi annual, yearly, monthly, weekly objectives of the department and the results to be achieved at the end of each period.
Ensuring an efficient and viable management of financial Resources
You oversee the global financial situation of the program in close cooperation with the project managers who are responsible for the budgets of their projects (spending, planning, etc.)
Furthermore, you closely monitor (each month) the financial progress and spending of each project on the program. Your role is to make sure that the budget is efficiently implemented.
Ensuring an efficient logistic management on the program
You ensure that all procedures and rules are respected. You supervise the purchasing of materials, services and others goods while ensuring that the requests of staff are adequately end timely met when relevant. You ensure that all stocks and materials are secured and that inventories are done every 6 months by your Logistic Manager. You liaise directly with other sites to ensure that all rules and procedures are followed in terms of logistics.
Ensuring the administrative management of the program s human resources
You manage the human resources on the program with a special focus on staff recruitment and retention. You support the projects in identifying the different profiles they need to implement the activities and follow up on the training needs, induction phase and contract ends & prolongations. You are in charge of monitoring and acting on all HR needs for national and international staff as well as communicating on the HR admin aspects with the HR and operational unit at HQ level.
Management of the service support team
Ensuring the good financial and administrative management of the partnerships on the program
Ensuring that the local legislation is respected and that a legal framework is established
You ensure Handicap International is in line with the national legal framework and registered in the country of intervention. You should make sure that the organization is operating and acting legally.
Ensuring the effective communication and external relations in his/her field
You may also be involved in a role of representation by dealing directly with the donors and partners organisations
YOUR PROFILE :
You hold a degree in administration, business or any other diplomas relevant to the function
You have at least three years of experience in managing the finance and human resource department, and proven experience in managing the logistic department of an INGO program, outside of your country of origin.
You have proven skills in building staff capacity, experience in organising trainings for non-support staff on various support services area
You have experience in building project budgets in line with the program strategy
You have a broad understanding of human resource management in the humanitarian context, and concrete experience in managing complex situations on the field
You have a professional level in writing/reading english
You are a good listener, and you have very strong inter-personal communication skills
You are flexible and proactive
CHARACTERISTICS OF THE POSITION :
The position is based in Islamabad, the capital of Pakistan. It is probably the safest city in the country although one should expect frequent strikes and demonstration especially around government buildings. Very warm during summer (from May till September), rain could pour heavily for some hours, leading to floods and heavy damage. The city power supply is somehow unreliable, with one hour power cut every two to three hours; the offices runs on generator and expatriate house are equipped either with generator or chargeable batteries. While respecting the cultural habits in countryside by being veiled, expatriate women are not expected to wear the full veil in Islamabad, keeping a shawl on their shoulders is considered correct.
CONDITIONS:
Employee status (for expatriates only):
Salary from 2757 (gross) / month
Perdiem : 478 (net)
Hardship allowance : 250 (net)
Insurances : medical health coverage, retirement planning, repatriation
Paid holiday : 25 days per year
R&R : 5 days every 3 months with contribution to transportation outside of the country
Status : position open to couples/families
Housing : Individual taken in charge by Handicap International Start date : 04/03/2017
End date : 04/02/2018
Length of mission : 12 months renewable
