OBJECTIVES OF THE PROGRAMME :
Budget and Financial Services (BFU) is a part of the Division of General Management and is responsible for supporting the work of WHO by providing efficient and flexible management of the Organization's financial resources and for accommodating varying circumstances while allowing for sound financial control and ensuring adherence to financial rules and regulations at all times.
Description of duties:
Purpose of the Position:
To ensure effective and transparent management of staff health insurance across the region.
-Work is performed in a typically normal office environment.
-The incumbent participates in planning objectives, and complete work independently. Extensive judgment and interpretation are involved to determine appropriate methods for the processing of the various accounting tasks and in adapting established practices to assigned work. Incumbent may also be required to modify or develop supplementary guidelines. Completed work is normally accepted as technically correct.
-Difficult or exceptional assignments are evaluated by supervisor(s) upon completion for technical accuracy and compliance with related policies.
Summary of Assigned Duties:
The duties of the incumbent are not intended to be all-inclusive nor are all duties listed hereunder carried out by
the incumbent. Staff may be rotated and assigned to perform various duties of similar complexity within the Budget and Finance unit including ad-hoc assignments as determined by supervisors as well as reinforcing other teams or replacing other staff members as deemed necessary.
Performance of assigned responsibilities are based on established rules and procedures. Under the direct supervision of Budget and Finance Officer, the incumbent is assigned as Team Leader (Staff Health Insurance) of the following sub-unit:
Staff Health Insurance responsible for processing of various medical claims submitted by staff members and SSAs, ensuring accuracy of payment and validity of prescribed medicines vis--vis doctor prescription.
1.As the team leader, the incumbent is the focal point for all the sub-unit's related technical issues.
2.Review patient records, examine the claims and verify insurance eligibility, as well as record any medical charges and other payments or adjustments.
3.Ensure that there is no missing or incomplete information by keeping meticulous records of claims and follow up on lapsed cases.
4.Take an active role in helping employees obtain and understand their medical benefits, answering insurance questions, following up on denied insurance claims, resolving inquiries and problems
5.Process claims in accordance with WHO Staff Health Insurance rules and regulations.
6.Oversees the work of other team members to ensure that all processes in the sub-unit are performed accurately and in a timely manner.
7.Acts as liaison between country offices, regional office and HQ to ensure accuracy and consistency of financial data, adherence to WHO Staff Health Insurance rules and regulations and prompt resolutions of queries.
8.Participates in revising and developing related guidelines, produce analytical and ad hoc reports regularly for analysing health insurance claims.
9.Supervises, and trains all staff assigned to the sub-unit, and evaluates their work.
Achievement Activities Include:
-Advice clients/management about possible solutions, to various issues requiring immediate and rapid response and enable them to achieve sound management decisions.
-Contributition to the efficient work results of Budget and Finance sub-units.
-Sound advices on information and GSM workflows and processes.
-Effective monitoring, analysis, review of various transactions and reliable reporting.
-Timely and sound solutions to arising problems and continous support to staff within the sub-unit.
-Contribution to the development of enhanced guidelines and procedures to facilitate effective work processes.
Essential: Completion of secondary school
Desirable: University degree in pharmacy or related field.

Functional Skills and Knowledge:
-Ability to maintain good working relationships with clients and stakeholders.

- Excellent knowledge of Microsoft Office.
- Knowledge and ability to operate health insurance tools.
Essential: At least 10 years of experience in applying health insurance or pharmaceutical activities.
Excellent knowledge of English and Arabic.
Knowledge of French is desirable.
