NRC Afghanistan established operations in 2003, and currently maintains four area offices in Balkh, Nangarhar, Herat, and Kandahar Provinces, as well as field offices in hard-to-reach provinces: Kunduz, Khost, Faryab, Sar-i-Pul and Badghis. NRC interventions are based on the humanitarian principles, which are promoted to increase the acceptance of humanitarian assistance amongst target populations, as well as, to facilitate and enable access. Afghanistan is a protracted and complex emergency in which conflict and recurrent natural disasters combine, set against a back drop of the continued return of Afghan Refugees from Pakistan and Iran; the humanitarian context is characterized by multiple localised emergencies, striking communities and populations with low resilience and/or high vulnerability.
The purpose of the Early Recovery Consortium Manager is to be responsible development, implementation, coordination and reporting of the DFID-funded Early Recovery Consortium in Afghanistan.Job descriptionDevelop early recovery strategy, technical SOPs / guidelines and Macro LFAs Compliance and adherence to NRC policies, tools, handbooks and guidelines Overall management of consortium management unit staff Coordinate and manage implementation of consortium work plan (activities, budget and project documentation) in line with proposals, strategies and donor requirements Ensure capacity building of project staff and transfer key skills Liaison and collaborate with relevant stakeholders and represent NRC in relevant forums/cluster/working groups. Promote the rights of IDPs/returnees in line with the NRC advocacy strategy Spesific responsebilitiesEstablish, capacitate, drive and empower consortium management unit, field coordination unit, and steering committee for the DFID-funded Early Recovery Consortium Coordinate operational and strategic issues amongst the four ERC members: Afghan Aid, DACAAR, NRC, and UN HABITAT, ensuring high performance Represent the ERC at the HLP Task Force, and other external coordination fora Promote holistic early recovery solutions and strategies, within NRC, ERC and the wider humanitarian communityQualificationsMinimum 5 years of experience of grants management and programmatic implementation in a humanitarian/recovery context Experience from working in complex and volatile contexts Knowledge of the DFID reporting requirements Experience of coordinating consortium/partnership programmes on forced displacement Documented results related to the position s responsibilities Knowledge about own leadership skills/profile Knowledge of the context in Afghanistan Fluency in English, both written and verbalWe offerContract period: 26 months Starting date: 1.
