Job organizational context:
In the overall context of the WASH Sector Stabilization Measures programme, provide leadership in the design and implementation of a programme of assistance to the Government of Lebanon and its partners in addressing the stabilization process and potential impact of climate change and deteriorating infrastructure. This will involve supporting the Ministry of Energy and Water to develop, implement and monitor strategies and plans including data collection and analysis, and providing strategic oversight in support of UNICEF projects aligned with on-going WASH actions among host Lebanese and Syrian refugees within the country.
Purpose for the job:
Ensure the UNICEF Lebanon Country Office is a technical WASH leader in the national water sector through input to government plans and studies, and developing strategies that reduce WASH vulnerability and support stabilization of the WASH sector in Lebanon.Consequent to UNICEF's lead role in gauging the impact of the Syrian crisis on the water sector in Lebanon and subsequent identification of Stabilisation project measures, the Senior WASH Specialist will assume a key liaison role between Ministry of Energy & Water, other relevant Ministries (such as Ministry of Public Health and Ministry of Environment), EU and other major sector stakeholders in seeking to finance and implement priority stabilisation measures which will rapidly impact efforts to mitigate the Syrian crisis and remain aligned with the principles of the National Water and Wastewater Strategies of 2010. The Senior WASH expert will especially ensure a key role in the implementation of the THRIVE initiative, providing strategic advices to both the Ministry of Energy & Water and the Ministry of Public Health in its implementation.The Senior WASH Specialist will work closely with the Lebanese Government and water sector partners to consolidate and possibly expand water resource monitoring efforts in the country over the coming years and in implementing the Communication Plan finalized early 2017 to bring behaviour change among consumers.The Senior WASH Specialist will also provide technical oversight in working with Water Establishment Directors to rapidly implement the prioritized actions of water and sanitation Regional Master Plans that serve the most vulnerable people, or alternatively identify water and wastewater strategies to improve water and sanitation services for the most disadvantaged groups.Upon request from the Ministry of Energy and Water and Water Establishments, support the Ministry in specific strategic technical studies and legislative/planning development and participate in WASH related committees.Senior WASH Specialist will identify opportunities and support capacity building in the Ministry of Energy and Water and Water Establishments, and provide them with technical support to ensure quality and timely deliverables.Senior WASH Specialist will provide strategic support to the Chief of WASH in the development and review of UNICEF WASH strategies and support the UNICEF WASH team in ensuring WASH related interventions are consistent with National Water Sector Strategy, relevant Masterplans or other strategic national initiatives.
III. Key function, accountabilities and related duties/tasks

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
Support the functional implementation of the National Water and Wastewater Strategies and related (Master) Plans, ensuring the UN and other wider stakeholders concerns and interests are reflected in the resulting management work plan and constitutional framework.Support the development and implementation of National Plans and especially THRIVE strategic initiative that will be launched early 2017 and aim at strengthening the WASH sector.Support the design of an appropriate information management system to monitor water quality and quantity to support stabilisation actions by partners, based on differents surveys and especially the Joint Monitoring Programme (JMP) that was implemented in 2016.Support the development of technical capacity and the implementation of the communication plan that was finalized early 2017 to enhance visibility of the Ministry of Energy and Water, and Water EstablishmentsProvide technical oversight in the establishment of monitoring arrangements to assess strategic water resource yields and quality serving the most vulnerable population areasIdentify and provide technical oversight and advocacy support to UNICEF strategies which seek to increase the sustainability of services provided to vulnerable communities, providing support in advocacy terms to the wider efforts of the Government of Lebanon in mobilizing funding and further technical expertise within the Water Sector.Closely coordinate with the Humanitarian WASH Sector and Water Sector to advocate for and harness UNICEF resources to support measures to mitigate the potential impact of climate change, particularly within the 252 vulnerable locations mapped by UNICEF and its partners.
Support technically UNICEF WASH team and Consultants embedded in MEW/ WE to develop informed strategies consistent with the National Water and National Wastewater Strategy, related master plans and THRIVE initiative, through development of water information databases, development of strategic technical studies following UNICEF previous studies such as Aquifer Recharge and water quality assessments, analysis of technical reports showing water yield & quality data evidence from water sources and mapping of the UNICEF project implementation serving the most vulnerable communities and reducing water vulnerability.Identify additional capacity development and partner collaboration opportunities to support implementation of the National Water/Wastewater Strategies and THRIVE initiative. Work directly with relevant Government (Ministry of Energy and Water and Water Establishments) and WASH sectors partners by participating in sector meetings, providing technical/regulatory input to the development of sector plans and policies, and leading discussion on water related issues.Analyse the outputs of the UNICEF WASH technical assessments and monitoring, and map water scarcity issues to identify priority projects where water conveyance efficiency and the structural integrity of the water delivery system can be most improved to generate more reliable water delivery in highly vulnerable locations.Closely coordinate with UNICEF WASH section staff and their appointed consultants and also with advisors/directors/mayors and engineers at MEW, WEs and Municipalities, to provide oversight of consistency of stabilization strategies and interventions.
Implement strategic research studies in support to the implementation of the National Water and National Wastewater Strategies and THRIVE initiative and ensure research projects supported by UNICEF are consistent with UNICEF research and supply protocols.
IV. Impact of Results
Water sources strategically identified for additional (expanded) yield monitoring and specifications/procurement for additional data logging equipment finalised in consultation with the government partners.Water and wastewater vulnerability is identified and WASH related stabilisation interventions directly reduce vulnerability.Existing master plans are being implemented through the elaboration of comprehensive list of priority water and wastewater projects that have been identified based on a scientific analysis in line with, and in relation to disadvantaged groups and high refugee burdens carried by Lebanese host communities.An information management platform supporting the implementation of the National Water Sector Strategy has been developed, providing evidence upon which strategies and master plans can be updated and implemented.WASH stabilization interventions are appropriate and effective to reduce vulnerability to affected populations.

Advanced university degree (minimum Master's degree level) in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.
Eight years progressively responsible professional work experience in all aspects of programme management, and/or advisory support, in the technical area or programme sector resulting in recognized expertise in the technical area; including experience in designing and managing multi-stakeholder water and sanitation programmes in arid water scarce environments, and building relationship with national governments.
Fluency in English is required and local working language of the duty station (Arabic Preferred)
