The Aga Khan Foundation (AKF) is a non-denominational international development agency established in 1967 by His Highness the Aga Khan. Its mission is to develop and promote creative solutions to problems that impede social development, primarily in Asia and East Africa. Created as a private, non-profit foundation under Swiss law, it has branches and independent affiliates in 19 countries.

AKF seeks to provide sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill health. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education and health.

The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. The Network s organizations have individual mandates that range from the fields of health and education to architecture, rural development and promotion of private-sector enterprise and institutions that seek to empower communities and individuals, usually in disadvantaged circumstances, to improve living conditions and opportunities.

Objective of the Position:

To support the programme sectors to ensure high quality programming, project management, strategy development, backstopping regions and supporting national sector heads. Although the position is based in Kabul, the candidate will spend some time based in one of the four regional offices (Badakhshan, Baghlan, Bamyan and Takhar), working on a diverse range of programs and facilitating better integration between national and regional programs and sectors.

Core Responsibilities and Duties:

Yearly Plan of OperationsSupport the coordination and development of the YPO (Yearly Plan of Operation) with the National / Regional Program Sectors (NRM, HID, MDP, Health, Education and Infrastructure), as well as the Grants Management team; Coordinate the quarterly review of the YPO to alert the PID ( Program Implementation Director) of any issues.

Fund Utilisation ReportCoordinate t he monthly review of the FUR (Fund Utilization Report) with Finance, National / Regional Program Sectors, and highlight any issues to ensure timely response to challenges.

Project managementWork closely with the programme sectors, regions, and MERL (Monitoring, Evaluation, Research and Learning unit) to keep track of project progress, communicate issues on timely manner, develop a matrix of projects portfolio and update it regularly, and support the project inception processes.

Strategy MonitoringSupport the Program Sectors with review and revision of their sector Strategic Plans, coordinating among all relevant units.

Resource MobilizationSupport the process of identifying resource gaps and opportunities with the National / Regional Program Sectors, and lead the communication of resource mobilization with the Program Development team in order to facilitate a participatory process in proposal development.

Sector IntegrationEnsure regular communication and coordination between National and Regional Program Sectors to increase attention to cross-sect oral collaboration and strategic thinking.

Stakeholder AnalysisSupport the PID in developing a Stakeholder Management Plan, as well as its annual review, and ensure effective coordination among implementation partners and AKDN agencies.

Learning and InnovationWork with the National / Regional Program Sectors to identify innovations and research needs in line with the Strategic Plan; Ensure research, best practices and innovations are shared across the National / Regional Program Teams and that learning facilitate improvements.

Support to Regional Program TeamsTravel to AKF program regions to work with field staff, to facilitate and organize workshops to build capacity and coordination among field teams related to systems or program improvements.

Any other duties relevant to these positions core responsibilities and duties, as assigned by the Program Implementation Director.

Required Qualifications and Experience:

Advanced university degree in relevant field and at least three years of field experience in a similar or related field

Excellent English written and verbal skills

Demonstrated ability to work under pressure and meet tight deadlines

Demonstrated ability to work collaboratively with others in ambiguous contexts

Ability to critically analyze and provide constructive recommendations

Good team player and ability to build and maintain collaborative relationships with colleagues

Experience working in a multicultural environment, preferably in a post-conflict one

Willingness to live, work and travel in post-conflict zone
