The Project Coordinator - Education supports the Projects Manager for Education and partners to deliver high quality Education projects for children and their families. The Project Coordinator - Education, under supervision of the Projects Manager for Education, will oversee Education activities in Northern Syria (Idlib, Aleppo, etc.) with a focus on (1) excellent program implementation, including timely activity implementation according to plan and routine monitoring against agreed indicators, (2) high quality progress and final reports for external and internal use and (3) strong budget oversight: monthly forecasting and spending according to plan; quarterly revisions, as needed; budget (spending) reporting and (4) ensuring procurement is on time and in line with technical specifications. S/he will also provide day-to-day oversight to the project(s) and coordinate between SCI and implementing partners, and map best practices, tools used, lessons learnt and effectively share with partners and global program coordination team. S/he will actively monitor Education activities with selected implementation partners, ensuring projects are delivered on time and on budget, and that delays or issues with implementation are flagged immediately and corrective actions are taken. Moreover, the Project Coordinator - Education will be working closely with the Education TA, partnerships and partners on capacity building interventions ensuring quality of Save the Children s programme.
KEY AREAS OF ACCOUNTABILITY:
Capacity Building:Support the development of capacity building plans for partners Education staffProvide regular coaching on project management to partner staff as required Act as a mentor and role model for less experienced staff
Needs Analysis and Program Design:
Support design and organization required for assessments, baselines and evaluations, particularly in regards to communicating needs to the education team and participate where possible
Foster an understanding of the context political, cultural etc and community expectations, within the Education programmes team in Antakya and contribute to the development of contextually appropriate project design
Contribute to country level contingency plans
Support the integration of Education with other sectors in all planning, proposal design and implementation where possible
Project CoordinationUnder supervision of the Projects Manager for Education, oversee implementation of Education activities ensuring that services are delivered on time, on budget and in compliance with donor regulationsWork with the Projects Manager for Education to ensure Education activities are implemented in ways that responsive to communities, partners and children in line with SC s principles, values and strategic plan and compliant with SC s procedures
Work with the Projects Manager for Education and partners to:
Support project contracting and kick off
Develop detailed implementation plans including procurement, payment and distribution schedules of programme inputs in line with programme logistics/supply chain capacity
Develop work-plans and follow up with team members regularly to ensure that activities are on track
Monitor program progress against both programmatic and budgetary targets, making adjustments to design as necessary in a timely fashion, and ensuring items are coded correctly and payments are made on time.
Support preparation of timely and high quality programme and donor reports on Education activities in compliance with internal SC requirements and any relevant external donor requirements
Work with the Partnership team and Projects Manager for Education and the Education Specialist to identify appropriate partners for implementation of the Education activities
Shadow the Projects Manager for Education when: working with partners to develop their programme design and proposals related to Education activities; undertaking regular review of partner related Education activities progress against agreed budget and work plan; supporting partners to alter activities/ strategies in light of context changes or operational challenges; provide the inputs to the partner narrative and financial reporting as well as MEAL data; and in undertaking ongoing capacity assessments of partner, reporting areas for development to the Education Specialist
Monitoring, Evaluation and Accountability and Quality
Actively monitor Education activities, ensuring quality of Save the Children s programme and flagging concerns to the Projects Manager for Education
Input into the development of M&E and indicator tracking plans for all grants, and the development of additional M&E tools as necessary to monitor project progress (led by the Ed TA with MEAL support)
Work with the Projects Manager for Education to ensure appropriate, timely and accurate data collection related to Education activities against agreed indicators to enable both internal and external reporting
Work with MEAL team to identify and incorporate project suitable accountability mechanisms
Support partners to lead discussions with their communities and beneficiaries on programme design and project review
Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Represent Save the Children at local implementing partners coordination meetings and cluster if applicable/as requested.
Participate in relevant coordinating meetings/forums as needed.
Coordinate with other sectors and departments as relevant.
In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response.
Any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:
At least 3 years of technical experience in emergency, fragile state or development programmes
Previous experience of coordinating sector activities at national level
Experience of remote programmes coordination in complex settings
Proven capacity to supervise, and coach staff in sector technical skills and programme management
Experience of, and commitment to, working through systems of community participation and accountability
Ability to analyse information, evaluate options and to think and plan strategically
Ability to write clear and well-argued assessment and project reports
A team player who is able to work collaboratively and with people of diverse backgrounds
Computer literate with experience in MS office
Politically and culturally sensitive with qualities of patience, tact and diplomacy
A good level of written and spoken English
Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
Language skills in Arabic
Experience with education programming, or degree in education
Experience or knowledge of working and living in relevant regions/contexts
Experience working and building the capacity of partners on technical issues
