Counterpart International is currently seeking a Chief of Party (COP)for the anticipated USAID Promoting Oversight and Democratic Space (PODS) in Bangladesh activity. PODS will seek to enhance citizens understanding and ability to express the principles and practice of democracy and good governance by supporting civic education programs and creating a network of active citizens with the ability to assess, analyze and promote good governance, accountability and human rights. The program will increase effective advocacy for protection of democratic space and citizens rights by supporting research and advocacy campaign, tools and platforms and will enhance non-partisan citizen group partnership with government and political actors for protection of democratic space. The ideal candidate will have significant experience managing large, complex USAID-funded projects, as well as direct technical experience addressing issues related to governance and citizen groups. S/he will serve as Counterpart s representative to the donor, local and national partners, and other relevant organizations in Bangladesh and will provide vision and technical leadership. S/he will oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting, and communications. This is a full-time position based in Dhaka, Bangladesh. This position will report to the Regional Director of Asia Programs. Qualified Bangladesh nationals are encouraged to apply.

Duties and Responsibilities:

Provide overall project leadership, management, quality control, and technical direction, while ensuring compliance with donor requirements and regulations and Counterpart policies and procedures.

Ensure that all project assistance is technically sound and appropriate.

Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.

Ensure the highest quality of project monitoring, evaluation, reporting, and communications. Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.

Provide line management to the field staff, subcontractors, and grantees in accordance with the donor policies, procedures and requirements.

Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.

Oversee all administrative, contracting, hiring, recruitment, financial, and logistical aspects of the program.

Coordinate activities between the field office and Counterpart headquarters.

Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and donor.

Assume financial accountability and ensure successful implementation of the program.

Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.

Serve as primary liaison to USAID, local and national governmental authorities, local nongovernmental organizations, community organizations, and other donor organizations.

Participate in specialized content (technical) events such as workshops and roundtables, support knowledge management, and share learning across key networks.

Coordinate activities between the field office and Counterpart headquarters.

Leverage networks, program investments, and project successes to seek opportunities for program expansion and promoting Counterpart s practice areas.

Minimum of ten (10) years of experience in democracy and governance programming, including programs strengthening civil society advocacy, citizen and civil society watchdog functions, civic education, institutional capacity development, and supporting non-partisan partnerships between citizen groups and government or political actors.

Master s degree in a relevant field, such as international development, political science, or public policy, studies.

Understanding of Bangladesh s current political landscape, including important actors in parliament, other government institutions, and civil society.

Demonstrated experience managing relationships with USAID or other major donors, government representatives, and coordinating with other international development actors.

A history of managing relationships with parliamentarians, political leaders, citizens groups, media actors, and the donor community, at national and sub-national levels.

Experience working with USAID-funded programs, and their reporting mechanisms

Substantial experience working as a Chief of Party or equivalent leadership position for governance or civil society strengthening programs in the range of $5M-10M.

Experience with overseeing sub grants to local organizations.

Demonstrated experience in strategic planning, training, and teambuilding.

Experience working in closing or closed democratic spaces.

Strong multicultural, interpersonal, and supervision skills

Demonstrated ability to give effective presentations and write high quality technical reports.

Demonstrated record of championing social inclusion across programming.

Ability to travel within Bangladesh and internationally.

Professional written and oral fluency in English.


Experience working in post-conflict environments, preferably in BangladeshProficiency in Bengali language preferred
