PURPOSEImplements workprogram relevant to mainstreaming green energy technologies into planning and development of enabling instruments for green projects, including budget, project monitoring and evaluation with an aim to drive investment in the green energy sectors (e.g. on-/off-grid Solar PV, biogas (ie POME), wind, BEMS etc);Manage a team under this workstream that formulates technology specific pre-FS and FS;Develop result reporting of energy program activities internally and externally;Builds support and understanding working closely with national counterparts;Assess issues and opportunities within targeted energy sectors for development;Identify specific project initiatives where green growth can be most effectively illustrated;Develop project models that align with Indonesia's national development and energy priorities and can be promoted to the donor community.
ENGAGEMENTAdvise Country Team/Representative and government counterparts as the key energy focal point of GGGI in Indonesia;Facilitate dialogues between energy technology investors, project developers and government partnersBuild and maintain relationships with government agencies formulating energy policies and incentives, and relevant private sector players operating in Indonesia and abroad;Collaborate and establish partnerships, where appropriate, to drive public and private investments to green project;Collaborate with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure knowledge exchange and integrated delivery as "One GGGI";Maintain active professional relations with partner governments and other key stakeholders to capture and integrate their changing needs and manage "client" expectations;Promote the Indonesia program and GGGI's global efforts with the donor community and other stakeholders;Advise GGGI on opportunities for engagement in the energy sector, demonstrating effective adaptation of the GGGI approach.
DELIVERYLeads the strategic, managerial and technical elements under the energy workstream;Provides project and policy guidance focused on (1) mainstreaming renewable energy and energy efficiency into energy plans at national and subnational level, (2) identifying and conceptualizing energy projects and leading them onwards to project preparation with a view to reaching bankability (3) design of risk reduction instruments to support projects reach bankability;Identifies project delivery issues and ensures effective coordination of project activities and resources to ensure attainment of objectives against established timeframes;Identifying ways to allocate different risks types/levels between public and private sector (domestic and international), to help shape a conducive investment climate towards renewable energy and energy efficiency;Align closely with GoI priorities when implementing the above, recognizing the importance of government buy-in and ownership in the implementation of all activities;Organize project activities including policy consultation and validation meetings & workshops with key national and subnational stakeholders based on yearly/ biannual work programs and budget plans;Develop project execution modality and documents across project management cycle;Perform data collection and analyses to build and maintain knowledgebase;Develop result reporting of activities and facilitate internal and external communications;Capture lessons learned in project management to support refinement/improvement of program delivery.
QUALIFICATIONSMasters Degree in renewable energy and/or related subjectsMinimum of 7 years of work experience in the field of green energy with at least 1-2 years of international expeienceDemonstrated project and policy expertise in the energy sectorIn-depth technology knowledge of renewable energy. Areas of immediate priority are solar power, wind, biomass crops as a commodity on degraded land for power generation and various waste to power technologies (such as POME). Knowledge on energy efficiency would be valuable.
FUNCTIONALDemonstrated experience in strategic thinking, preparing reports, including the types of analysis specific to the objectives and scope of this position.Demonstrated ability to represent organizations to government officials and develop and carry-out a strategyDemonstrated team management experience in multicultural settingDemonstrated capacity in facilitating in-depth and effective stakeholder dialogues while maintaining a strong sense of realism with regard to country conditions.Demonstrated ability to convincingly build business cases for green energy and garner support from a diverse range of stakeholders to ensure local ownership of the various analytical results of investment assessmentsOutstanding interpersonal and stakeholder engagement skills, and consensus building skills, able to foster strong relationships with key energy related government agencies, financial institutions and responsive to government needsFlexibility, responsiveness, and ability to manage multiple activities to tight deadlines, and with demonstrated ability to lead and work in multidisciplinary teams;Strong oral and written English, fluency in Indonesian is a plusAbility to work independently with minimal supervision.Experience of working in an international organization or firm is a benefit although not essentialStrong oral and written English is essential, ability to speak Indonesian / Bahasa is a plus
