The CRS Egypt country program began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs. CRS Egypt works in a wide variety of areas within the development field.
Currently, CRS Egypt has three main programs: the livelihoods program, interfaith peacebuilding program and the education assistance program for refugees. Projects under these programs range from the provision of technical assistance and capacity building to partners, and promoting peace and tolerance, to educational grants for refugees, and the protection of children who are victims of trafficking. Additional programming includes Emergency Preparedness and Response projects that arise as need be. A regional Management Quality unit assists the CP support department in developing and maintaining the highest level of operations standards.
Job Summary
Under the supervision of the verification officer, and in close collaboration with other field office staff members, the incumbent will be responsible for verifying the collection, entry, and management of hundreds of thousands of PoC data and info. S/He is expected to ensure the quality of data collection, through different tools and techniques, the accuracy of the reports and refugees documents before issuing the grants for them, tracking strength/weakness points in the operations followed up with improvement plans and corrective actions. The post requires working in close coordination with multiple teams within the field office and CRS Egypt Head office (Finance team, ICT4D team, Bank, Post Office, and UNHCR Data Management team) in a way that support the Project Manager making well-informed decisions on timely manner during the project period.
Specific Responsibilities
The incumbent will carry out the following functional areas:
General Programming:
The incumbent will assist the Verification Officer carrying out the following functional areas:
Data Management
Responsible for maintaining a centralized clean database of PoC for the project team.
Provide guidance, support and accurate data to the grants Team, and MEAL Officer.
Responsible for conduction of data cleaning and the delivery of the cleaned data to the internal and external stakeholders.
Responsible for needed quality reports in sufficient scale to the project manager in a timely manner.
Regularly update the Project Manager on progress, obstacles and developments
Ensure that all the beneficiaries data are in line with CRS s policies and procedures, and adhere to UNICEF requirements and guidelines

Reporting and documentation
Compile regular accessible reports and statistics on progress and demographics.
Grants Review
On a daily basis, during grant distribution, accurately and properly review refugees documents and payments of education grants using the project database. Serve as an independent reviewer of all data entry and report on errors, inconsistencies, and areas for improvement.
Develop a weekly list of grant beneficiaries and amounts to be paid as a Bank List and ensure the proper review, verification, and signatures from the FOM and others are present for approval.
Maintain a back-up of the database system weekly and keep it in the CRS/Egypt office.
Other duties as assigned by the FOM and within scope of general responsibilities.
Make sure the RETS system is responding to monitoring and evaluation measures and providing the necessary updates for the database consultant and CRS IT team.
Ensure the filing system is in line with the verification process.
Risk & Compliance
Update the project standard operating procedures (SOP) whenever needed and applicable
Ensure that all operational steps are in full compliance with UNICEF agreement provisions and CRS internal policies
Analyze , regularly, budget burning rates and come up with solid recommendations and requests for budget revisions based on the Population of Concern statistical trends and needs
Monitor Grants team performance in terms of data quality, relevancy and accuracy.
Monitoring, Evaluation, Accountability and Learning Support:
Contribute to the design and implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) Systems/Plan/Binder in accordance with CRS EMECA MEAL standards and priorities.
Participate in development of MEAL Systems/Plan/Binders that is in harmony with CRS EMECA MEAL priorities.
Implement monthly MEAL activities to capture project progress, ensure accountability and the support of a learning environment
Implement and if applicable support partners in the regular quantitative and qualitative data collection according to the timeframe and methods specified in project MEAL System/Plan/Binder.
Support accountability mechanisms
Use data for decision making, project communication and the capturing of lessons learned and best practices
Internal Coordination and Communications:
Take part in regular team meetings, staff meetings, and program (technical) meetings with other implementing NGOs/Government agencies and institutions.
Coordinate with other peers all activities in support of the grant/project.
Undertake donor liaison in the field as required in support of senior management.
Implement the MEAL activities to capture project progress, accountability and learning environment and it applicable work with partners to ensure consistent understanding and implementation of MEAL activities.
Mediate as necessary among local actors during project life.
Complete the Protection training module through CRSLearns (Staff Only);
Familiarize themselves with the Protection Policy;
Sign the updated Code of Conduct and Acknowledgement of the Policy on Protection from Abuse and Exploitation;
Report concerns of suspected exploitation or abuse in accordance with the Reporting Procedures.
