Chemonics seeks a chief of party for the anticipated USAID-funded Afghanistan Business Environment Reform (ABER) project. ABER aims to support reforms for enhancing the business enabling environment and building the capacity of institutions to serve private sector growth. The project will have the strategic flexibility to identify clear, meaningful performance and impact targets to drive the selection of project interventions that will include the following: identifying critical reforms, drafting and passing legislative measures and implementing regulations, improving administrative practices within implementing institutions, increasing voluntary compliance by the private sector, working with government agencies to help develop policies and codify and fully implement laws and regulations to provide stability and transparency to the business operating environment, helping to expedite key legislation, working with the private sector to advocate needs in proposing policy reforms, and supporting public-private dialogue by conducting and presenting policy research and analyses. The chief of party will oversee project management and implementation, supervise the project team, and maintain close, effective communications with USAID. Responsibilities include:Provide overall project leadership through strategic planning, management, and technical implementationServe as Chemonics' in-country representative to USAID by maintaining routine correspondence and collaborating closely with the agency, and ensure all pertinent information is disseminated appropriately and accurate records are kept of all communications with USAIDCoordinate and collaborate with key USAID implementing partnersIn collaboration with the project team, design and make operational an annual work plan that formulates project activities, deliverables, and budget needs in accordance with the USAID annual planning cycle and thereby assure timely disbursement of fundsEnsure proper action is taken to maintain implementation plans and make timely, cost-effective adjustments to unforeseen and unavoidable implementation constraints and delaysReview, edit, and conduct quality control of reports and deliverables compiled by project staff and short-term consultants before submission to the USAID contracting officer's representativeEstablish and develop positive relationships with host-government partners and other stakeholdersProvide technical oversight and supervision of employees and consultantsEnsure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to comply with the requirements of USAID and the Afghanistan governmentCoordinate and be ultimately responsible for all data collection, monitoring, report generation, evaluation, and related tasks
Qualifications:Master's degree in business administration, economics, international development, or a related fieldMinimum 10 years of experience managing complex programs of similar scale and technical area, particularly in transitional, Islamic, and/or post-conflict countriesExperience building and effectively supervising a diverse team of employees spread across an expansive regionExperience supporting economic counsel and ministries at the national level to develop and implement robust business environment policies and institutional reformExperience working with business to promote private sector participation in developing business reform agendas and implementation requiredDemonstrated skills in management, creative problem-solving, and ethical managementDemonstrated leadership, versatility, and integrityExperience working with international donors and knowledge of USAID policies and procedures
