OBJECTIVES OF THE PROGRAMME :
The mission of IOS (Office of Internal Oversight Services) is to provide independent, objective assurance and advisory services designed to add value and improve the Organization's operations.
Internal oversight is an activity within the Organization which is responsible for the independent review, evaluation and monitoring of the adequacy and effectiveness of the Organization's overall systems of internal control, as well as for the investigations to determine whether staff actions are in compliance with WHO regulations, policies, standards and procedures. For this purpose, all systems, processes, operations, functions and activities within the Organization shall be subject to such review, investigations, evaluation and monitoring (WHO Financial Regulation 12.1(d) and Financial Rule XII refer).
The incumbent exercises independent judgment, within applicable investigation best practices, using professional experience and knowledge, to determine the existence of significant risks to the achievement of the Organization's objectives. Judgment and discretion are required. The incumbent is expected to work both as a team member of independently, as the case may be, on each assignment. The incumbent needs to exercise strong interpersonal skills and will have contact, in varying degrees, with staff, management, officials of national governments, bilateral and multilateral agencies, as required.
Description of duties:
Purpose of the Position
The post is involved in planning, conducting, and reporting on specific investigations assigned by the Coordinator, Investigations.
Summary of Assigned Duties
1. Plan, conduct, and report on IOS investigations according to appropriate professional standards and the Administrative Tribunal of the International Labour Organization (ILOAT) jurisprudence:
a - review and assess complaints and allegations; formulate investigation plans, review and analyse all information to determine its relevance and reliability, conduct interviews of staff and other involved parties, record interviews, obtain and analyse potential documentary and electronic evidence, conduct investigative research and determine the appropriate presentation of investigative results;
b - appraise progress of investigations and assess probable impact of investigation outcomes relative to strategies and advise colleagues accordingly;
c - coordinate with local officials, partners, and third parties, and obtain internal support such as interpreters to facilitate investigative work; report outcomes of investigations to Chief, Investigations Division;
d - prepare recommendations for corrective action and improved controls and effectiveness or efficiency of WHO systems and operations;
e - prepare reports and ad hoc briefings containing findings and recommendations for remedial action;
f - lead teams of investigators/auditors working on investigation cases;
g - assist the Coordinator, Investigations in reviewing and advising on all IOS work which has a legal aspect or is affected by ILOAT jurisprudence;
h - monitor the action taken and assess the adequacy of response to recommendations and periodically report thereon;
i - consult with operations management on implementation of recommendations or on the recovery of amounts due to the Organization; and
j - provide support in the preparation of work plans and the establishment of priorities for the investigation function including the prioritization of implementation plans of investigative work in consultation with his/her supervisor.
2. Guided by the Coordinator, Investigations, prepare proactive fraud risk assessments and fraud profiles of the Organization.
3. Guided by the Coordinator, Investigations, implement the mandate given to IOS by the Fraud Prevention Policy; the Policy on the Prevention of Harassment at WHO and by the WHO Whistleblower Policy.
4. Under the leadership of the Coordinator, Investigations, monitor best practices of internal investigations in international organizations and update IOS procedures accordingly, as appropriate.
5. Perform other special reviews and other tasks assigned by the Coordinator, Investigations.
6. Support investigations carried out in other offices in the Agency, including preparation of Terms of Reference and related plans for investigations; provide guidance on the conduct of such investigations in accordance with generally recognized international investigative standards and WHO guidelines.
Advanced university degree in law, public administration or in a related area.

- Knowledge of the law of the international civil service as it relates to administrative investigations of staff fraud, harassment and other misconduct.
- Sound knowledge of investigation principles and their application.
- Ability to communicate effectively, both orally and in writing.
- Effective report writing skills.
- Maturity of judgment, tact, integrity and discretion.
- Ability to maintain effective working relationships with people of different national and cultural backgrounds.
- Ability to apply IT technology when needed.

At least 7 years of directly relevant professional experience of investigations. Field experience in developing countries with direct responsibility for performing investigations of fraud, misconduct, harassment, sexual harassment or sexual abuse.
Experience with IT forensic tools and approaches.
Expert knowledge of English.
Intermediate knowledge of French and of another WHO language (Spanish, Russian, Chinese or Arabic).

WHOs salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.

USD 69'032 at single rate
USD 74'130 with primary dependants
Post Adjustment:80 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
