The positions of Protection Managers for the East and West provinces report to the Protection Programme Manager in Antakya for close guidance and supervision. (S)He provides professional technical, operational and administrative assistance throughout the programming process for the protection monitoring, communit-based protection and child protection programs/projects through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical program information while learning organizational rules, guidelines and procedures to support the formulation, development and operationalization of protection activities in the Eastern and Western province, with special attention to Protection Monitoring; Community-Based Protection, Case Management and Child Protection Programs within the Overall Country Program.
The positions require to manage multiple donors and to ensure harmonisation and integration across different set of activities and entail extensive traveling.
Who are we?
Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities.
Duties and Responsibilities
In coordination with Protection PMRepresent DRC and actively participate in various coordination, working/sub working groups, interagency planning workshops and other meetings relevant to protection monitoring, case management, community-based protection and child protection issues.Liaise with partners, local authorities, NGOs and other stakeholders to ensure complementarity and smooth implementation of programme; Forge strong information and experience sharing relationships with protection teams in all DRC Turkey programme locations Perform other relevant duties assigned by the Protection Programme Manager. Internal representation: represent the program area of safe programming and child protection mainstreaming across the organization, serving as a resource to DRC staff seeking information about child protection program activities, including external relations and advocacy departments. Respond to field queries regarding program activities in this area.
Programme Development & Technical GuidanceInput to the strategic direction of the DRC Protection sector, in close collaboration with the DRC Protection PM, by contributing to the design and development of a country Child Protection Strategy and the reinforcement of community-based protection and case management approaches.Lead the overall quality review of the Protection Monitoring programme, by strengthening data collection, data protection, in-depth reporting and analyses, referral and follow up, monitoring accountability initiatives and documenting the impact of DRC presence in the field. Tools and resources: develop standards, tools and guidance for technical tools for the Child Protection, Protection Monitoring, Case Management and Community-Based Protection components. Support child protection teams at field level to use the minimum standards for child protection in humanitarian action and all relevant DRC guidelines and standards in the domain of Protection Monitoring and Child Protection. Ensure that Protection Monitoring, Case Management, Community-Based Protection and Child Protection activities are fully integrated in other protection activities and with the Mixed Migration programme. Maintain relationships with regional team and country Program Coordinators and Managers and offer them support in the areas of expertise. Contribute to or lead the development of concept notes and proposals, and partnerships for country level child protection projects. Identify and pursue funding and partnership opportunities, build donor and partner relationships, develop programmatic collaborations and partnerships with relevant local organizations and institutions. Conduct surveys and assessments in new areas to determine protection programming needs and program expansion and produce and disseminate survey/ assessment reports in a timely manner.
Program ManagementEnsure effective and quality management of multiple donor grants;Ensure planning, qualitative and timely implementation of activities as agreed with donors, ensuring adherence to DRC policies and procedures Supervise and oversee all activities in line with DRC operational and programmatic requirements; Report monthly on ongoing achievements and challenges; Participate in developing DRC Turkey strategy by feeding in inputs from the field; Ensure common field implementation approach and effective coordination and collaboration with other protection and Mixed Migration programmes, promoting harmonization across different activities; Ensure all Protection Monitoring (PM) activities are fully documented, including systematic and timely data collection and contribute to data entry on regular basis as per the standard monitoring formats; Oversee activity planning and scheduling for PM project including Key Informant Interviews, Focus Group Discussions, secondary research, verification and documentation of incidents, for each field site. Implement, maintain and update Protection Monitoring database Responsibility that the team is adhering to relevant data confidentiality, retention and privacy standards.
Capacity BuildingCapacity building: based on assessed needs, train and strengthen country program teams capacities on minimum standards on child protection interventions, such as child-friendly techniques, case management, family tracing and reunification, parenting, Safe Healing and Learning Spaces, etc.Ensure capacities are in place for DRC teams to follow standards on interviewing techniques and communication, confidentiality, referral making, and data security controls. Monitor, coach and mentor protection staff as well as provide on the job training and adapt trainings/coaching to specific staff needs. Guide protection staff in how to work with capacity building of volunteers, including on culturally sensitive topics. Support protection staff on management of volunteers
Monitoring & EvaluationEnsure/facilitate the qualitative and quantitative monitoring of the project through team meetings, post-assistance visits, regular reporting and other relevant monitoring tools;Facilitate evaluation of the programme internally;
AccountabilityEnsure DRC Turkey program is compliant with DRC accountability principles like HAP, CHS, etc.,
Perform any other duties as agreed with the DRC Protection PM and Head of Programme.
To be successful in this role you must have:Bachelor s degree or higher qualification in international human rights, law, sociology, social work, political science or other relevant field; At least 3 years of proven international experience in humanitarian protection, advocacy work, and refugee law, with minimum 2 years in a specific protection position; Capable of leading teams strong management experience, including working with, mentoring and monitoring local partners; Familiarity with child protection, case management, community-based protection and protection monitoring programming (one or more of these areas) and ability to incorporate lessons learned from other similar experiences; Solid knowledge and experience with UNHCR regulations, procedures and requirements; Understands rights and protection issues of refugees, children and women, and experience working with Syrian refugees is an advantage; Fluency in the English language, both written and verbal. Knowledge of Turkish and/or Arabic are assets; Proven analytical and writing skills; Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills; Able and willing to travel to project locations on a regular basis; Able to remotely provide guidance to the teams; High-level of knowledge and practice with Word, Excel, Outlook, etc. required;
Desirable qualificationsExtensive knowledge/experience in education in emergencies programming is a strong assetSolid experience in staff management in a cross-cultural environment required Demonstrated training and facilitation experience Experience in complex emergencies and the ability to live and work in a very remote environment
