PSI seeks experienced, dynamic candidates for the position of Technical Advisor, Chief Technical Officer (CTO) in Pakistan to support PSI's independent network member Greenstar Social Marketing (Greenstar). Greenstar was established in 1991 as a joint venture with PSI and has grown to the largest social franchise in the PSI network. The CTO will strengthen Greenstar's ability to achieve its strategic objectives to help build a future Pakistan where people make informed choices to live healthy lives.
Greenstar has recently undergone a period of self-reflection and diagnostics to identify weaknesses and gaps in operational and programmatic efficiencies and effectiveness. Building on these diagnostic results, the CTO will create a phased roadmap for strengthening operational integrity and efficiency. The CTO will be empowered by the CEO to implement the operational systems and/or process changes necessary to implement the plan and achieve desired results.
The CTO also oversees the Technical Services Department which is responsible for reinforcing Greenstar's social franchise network of private health care providers. This includes leading strategies to support and build the network, build technical capacity, improve quality, and monitor performance.
The CTO is a senior member of Greenstar's management team and will be expected to play a key role in the general management of the platform. The position is based in Karachi, Pakistan, and is seconded to Greenstar reporting to Greenstar's CEO. PSI will coordinate with Greenstar's CEO to monitor the quality of technical support provided and to address any added support needed.

You willbe seconded to PSI's network member, Greenstar,as the CTO. Empowered by Greenstar's CEO, you will:
Strengthen Operational Efficiencies and EffectivenessReview diagnostic results and, in consultation with Greenstar's senior management team, develop a phased roadmap with measured indicators of success/key milestones for addressing identified system and process gaps. Key areas include data integrity, impact assessments, program implementation, network development, and cross-departmental communication and alignment.Improve the operational efficiency of Greenstar by working cross functionally with Heads of Departments (Research and M&E; Health Services; IPC; Sales and Marketing) and Program Managers to implement needed course corrections in line with diagnostic results. Provide guidance in the development of analytical tools and/or processes to monitor and evaluate performance, improve transparency and timely reporting.
Lead the Technical Services DepartmentOversee the Technical Services Department which includes Health Services and Program Support Unit.Develop and implement an innovative social franchising strategy, defining what products, services and service delivery approaches might look like in the medium and long term with a focus on greater cost recovery and financial stability.
Support the Head of Health Services to:
Build capacity of teams in training, quality assurance and supportive supervision.
Ensure timely and quality activity implementation per workplans.
Support Program Managers to:
Provide quality and timely management of project lifecycle of donor projects, including meeting programmatic and financial deliverables.
Engage in cost recording and cost allocation to donors in line with committed logframes.
Review MIS data collection quality and reporting for enhanced transparency and accuracy in reporting.
Coordinate across Heads of Departments the development and implementation of marketing, BCC campaigns and other social marketing activities in line with annual work plans.
Support development and testing of interventions that may offer competitive advantage for Greenstar and improved program performance.
Build Staff CapacityFoster a culture of innovation and international best practices for reproductive health and family planning.Identify, work closely with and mentor a Deputy CTO. Assess the competencies of the DCTO to take the CTO role after an identified period. This assessment will determine the learning and development plan of the identified DCTO.Mentor existing Program Management staff to strengthen program management and analytical skills to ensure evidence-based decision making and timely, quality completion of project deliverables.
Relationship and New Business Development
Represent Greenstar at local and international meetings and conferences.
Support the senior management team in new business efforts, including:Advising on developing and maintaining excellent relationships with donors, developmental partners, and relevant stakeholders.
Engaging with local and international leads on potential partnership opportunities.
Integration of business intelligence in new and existing project strategy and proposal design and development.
What are we looking for?
The basicsYou have an MBA, MPH, MD or other relevant degree.You have 8+ years of experience building, developing and monitoring operation systems.You have 8+ years of experience working with complex and large-scale social marketing and social franchising networks.You must be politically aware, yet persistent and not adverse to conflict for pushing an agenda forward.You are committed to evidence-based decision making.You have familiarity with Global Fund, DFID, USAID, KFW, and the international donor community.You have programmatic and financial management experience.You have the ability to tap into a network for maximum results.You have lived and worked in a developing country.You have fluency in written and spoken English; Urdu would be considered an advantage.Experience of working in the private sector would be considered an advantage.Knowledge of PSI systems and procedures would be considered an advantage.References will be required.
