The National Democratic Institute (NDI) is seeking a skilled Deputy Chief of Party based in Guatemala City, Guatemala as part of an anticipated USAID-funded program focused on youth political leadership. The primary responsibilities of the position will be to support the Chief of Party (COP) by coordinating project activities and managing the project office. The DCOP will oversee project activities and administration, with support from the Chief of Party. In addition, the DCOP will be responsible for ensuring compliance with USAID rules and regulations and will manage the program in the absence of the COP. Fluency in both English and Spanish is required. Guatemalan nationals are encouraged to apply.

A multi-year commitment is expected for this position. This position is contingent upon the availability of funding for the anticipated youth political leadership program in Guatemala and donor approval of personnel. The DCOP will report to the project Chief of Party.

NDI is seeking a DCOP with significant technical expertise in one or more of the following areas:

Youth political organizing and engagement,

Violence mitigation with at-risk urban communities,

Gender inclusion,

Monitoring and evaluation,

Citizen security

Primary Responsibilities

Assist the COP in ensuring timely execution of project activities within the allocated budget, and strategic development and implementation;

Oversee specific project activities as directed by the COP and provide technical input for programming;

Supervise in-country local support staff and consultants providing feedback on performance;

Oversee program management, administration, finances, budgeting, and reporting;

Write weekly and quarterly program reports and prepare papers, reports, briefings on youth political development and advocacy related topics as well as NDI's programmatic work;

Oversee any necessary procurement in accordance with internal policies and USAID rules and regulations;

Ensure that donor-specified reporting requirements are met;

Develop and maintain relationships with key stakeholders, subgrant partners, donors, and other partners;

Oversee monitoring and evaluation of program activities and deliverables;

Other duties as assigned.

El Instituto Nacional Dem crata (NDI) busca a un Sub-Director del Programa basado en la Ciudad de Guatemala, Guatemala como parte de un programa financiado por USAID, enfocado en liderazgo pol tico juvenil. Las principales responsabilidades de la posici n ser n de apoyar al Director con la coordinaci n de actividades program ticas y la gesti n de la oficina de proyectos. El se encargara de supervisar las actividades program ticas y la administraci n, con el apoyo del Director. Adicionalmente, la posicion sera responsable de garantizar el cumplimento delas reglas y regulaciones de USAID y gestionar el programa en la ausencia del Director. Fluidez en Ingles y Espanol es requerida. Nacionales guatemaltecos son alentados a aplicar.

NDI busca un(a) Sub-Director del Programa con experiencia technica significativa en una o m s de las siguientes reas:

Organizaci n pol tica y participaci n juvenil,

Mitigaci n de violencia con comunidades urbanas en riesgo,

Inclusion de g nero,

Evaluaci n y monitoreo,

Seguridad ciudadana

Principales Responsabilidades:

Apoya a el/la Director(a) de Programa para garantizar la oportuna ejecuci n de las actividades program ticas dentro del presupuesto asignado, y desarrollo estrat gico y de implementaci n;

Supervisa actividades program ticas espec ficas del proyecto como se indica por el/la Director(a) del Partido y provee informaci n t cnica para la programaci n;

Supervisa personal de apoyo local y los consultores proporcionan retroinformaci n sobre el desempe o;

Supervisa gesti n program tica, administrativa, financiera, presupuestaria, y de informes;

Escribe informes program ticos semanales y trimestrales y prepara documentos , informes, res menes informativos sobre el desarrollo pol tico juvenil y temas relacionados al trabajo program tico de NDI;

Supervisa cualquier contrataci n necesaria seg n las pol ticas internas de NDI y las reglas y regulaciones de USAID;

Garantiza que se cumplan los requerimientos especificados en la preparaci n de informes al donante

Desarrolla y mantiene relaciones con actores clave, socios del subconvenio, donantes, y otros asociados;

Supervisa la evaluaci n y monitoreo de actividades program ticas y suministros;

Otros deberes asignados.

Qualifications

Bachelor's Degree preferably in International Relations, political science or related subject, Master's Degree preferred;

A minimum of fourteen (14) years of experience with ten (10) years working on democracy and governance programs, preferably in Latin America and/or related to youth political development;

Demonstrated technical expertise in one or more of the following areas:

Youth political organizing and engagement,

Violence mitigation with at-risk urban communities,

Gender inclusion,

Monitoring and evaluation,

Citizen security;

Demonstrated technical expertise working on large USAID-funded international democracy and governance development programs, including programs with large subgrant components;

Demonstrated ability to work effectively with youth, civil society, and government leaders, as well as members of the donor and diplomatic community;

Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policymakers;

Experience in results-oriented program design, strategic planning, and program evaluation;

Proven capacity to communicate skills and experience to others as a trainer and advisor;

Superior oral and written communications skills to effectively present information in a clear and persuasive manner;

Extensive project management and coordination skills;

Exceptional analytical skills for interpreting complex program and political issues;

Experience working and living in Latin America and the Caribbean;

Knowledge of Google applications, PC-based word processing, database and spreadsheet applications, and e-mail technology;

Fluent in written and spoken English and Spanish.

Capacidades interpersonales, gerenciales, y de sensibilidad cultural excepcionales para interactuar con empleados de todos los niveles, empleados de gobiernos extranjeros y del EE.UU., miembros de organizaciones donantes, financiadores, y legisladores;

Experiencia en dise o de programas orientados a resultados, planificaci n estrat gica y evaluaci n de programa;

Demostrada capacidad para comunicar conocimientos y experiencias a los dem s como, entrenadores y asesores;

Capacidades superiores de comunicaci n oral y escrita para presentar informaci n en una manera clara y persuasiva;

Experiencia trabajando y viviendo en Latinoam rica y el Caribe;

Conocimiento de aplicaciones de Google, procesamiento de texto en PC, aplicaciones de bases de datos y hojas de c lculo, y tecnologia de correo electr nico; y

Fluidez en Ingles y Espanol, escrito y oral.
