Job Context:

BBC Media Action is the international development charity of the BBC, using media and communication to help reduce poverty and support people in claiming their rights. Our aim is to inform, connect and empower people around the world. BBC Media Action has been operating in Sierra Leone since 2007.

BBC Media Action produces creative programmes in multiple formats - such as radio and social media that inform and engage audiences around key development issues, and also seeks to strengthen the media sector through capacity building partnerships. BBC Media Action works with over 40 radio stations across the country, as broadcast and/or capacity strengthening partners.

BBC Media Action is seeking a Programme Manager to lead a project that aims to strengthen community-led accountability and increase awareness of basic service delivery, particularly health, education and social protection. This project is part of the DFID-funded SABI (Strengthening accountability, building inclusion) consortium, led by Christian Aid.

We are seeking an experienced and committed Programme Manager to lead the delivery of this project, working closely with the Production and Research departments, alongside HR & Operations and Finance departments, and in coordination with consortium partners.


The Programme Manager will provide day to day management of BBC Media Action s SABI project. He/She will be expected to work closely with the Production and Research departments for the high-quality delivery of planned activities, whilst ensuring the project is delivered to time, to budget and in line with BBC Media Action s policies and procedures. The Programme Manager will also be required to develop good working relationships with project partners, including INGOs / CSOs and local radio stations.

The Programme Manager will be based in Freetown, line managed by the Senior Projects Manager and with line management responsibility for a Programme Officer and Radio Station Mentors. This role will involve some travel outside of Freetown.


To be accountable for delivery of all aspects of this project. This will involve working closely with the Production and Research & Learning departments and alongside the Finance and HR & Operations departments;

To ensure the project is delivered on time, within budget and to the required BBC Media Action and donor standards, policies and procedures;

To work closely with the Senior Projects Manager for the strategic direction and quality control of project activities;

To develop and manage relationships with key project partners at national and district level, including radio stations and INGOs / CSOs;

To lead on internal and external project reporting, liaising with other departments as necessary;

To line manage a Programme Officer providing administrative and logistical support to the project;

To line manage Radio Station Mentors/Trainers working with local radio station partners;

To work with the Senior Projects Manager, Executive Editor and production team to develop appropriate, relevant and creative plans for BBC Media Action production output under this project, including radio and social media. This will also include attending regular editorial meetings, ensuring programmes are produced in line with the project s objectives and tracking the programme database;

To work with the Research Manager and Research Officer to commission research that meets the need of the project and ensure research design, fieldwork and analysis is completed to time and within budget;

To support the Senior Projects Manager and / or Country Director on business development activities as required.

Required Qualifications and Skills:

Experience in international development, with demonstrable experience of project planning and management,

Experience working with or managing governance and transparency projects in Sierra Leone,Evidence of strong relationship management skills, including previous experience managing partner and / or donor relationships,Evidence of strong writing skills, including experience writing donor reports and / or project updates,Evidence of good budgeting skills, including management and reforecasting of budgets,Evidence of strong interpersonal skills, including working effectively as a team and working with a diverse range of people,Interest in media and communications,Understanding of communication for development,Ability to understand and apply BBC Editorial Guidelines,Fluent written and spoken English. Spoken knowledge of Krio is preferred.
