The context in Sierra-Leone and in Liberia could be defined as a development context. However, the progress in this two countries, since the end of their respective civil war, in term of basic services access is really slow. The Ebola crisis has worsened the situation, especially in health and tourist sectors. Even if the indicators development are low in Liberia, the situation is worth is Sierra-Leone where the high level of corruption and bad governance slows development initiatives.

Handicap International is present in the two countries since 1996. Various projects have been implemented since, in health, readaptation, social inclusion, rights promotion, etc. but since the end of Ebola crisis, only education projects are implemented, due to funding opportunities. For the same reasons, most of activities are done currently in Sierra-Leone.
