MSI began implementation of the USAID Mali Performance Monitoring and Evaluation Platform Project on July 22, 2015. The goal of the project is to support USAID/Mali's access to and use of high quality performance data, through training and technical assistance across the broad spectrum of monitoring and evaluation activities and management information needs. Additionally, the project will facilitate USAID as it makes program management decisions, and will help shape USAID's long-term strategic direction and decision-making.
Within its health portfolio, USAID/Mali aims to improve the nutritional status of women and children by supporting integrated activities in the regions of Sikasso, Mopti, Segou and Koulikoro, with a focus on increased access to and consumption of diversified, quality foods, improved nutrition and hygiene behaviors, and increased utilization of high impact nutrition and WASH services. USAID, along with other partners (UNICEF, WHO, Agha Kahn Foundation, etc.) is also supporting the Ministry of Health to improve access to primary health care for those living far from health facilities through the development of Integrated Community Case Management (ICCM).
The development of the Statements of Work for the Health Team will be used by USAID to do the following:Nutrition: To assess the level of integration of three health components: 1) nutrition (1,000 days and community-based acute malnutrition management,); 2) Water and Sanitation; and 3) agriculture (food diversification), and their impact on the level of stunting and wasting.Integrated Community Case Management: To assess the level of quality of care provided by the Community Health Workers and the level of utilization of ICCM.
The results of these research studies will be used by USAID/Mali to adjust their programming in these areas.

MSI seeks a Health Evaluation Specialist to support the development of at least two Statements of Work under a USAID funded project in Mali. The Statements of Work will be used by USAID as the basis for research, which USAID will use as part of the evidence base for future programming for USAID/Mali's health portfolio.
Literature Review.Conduct a literature review of surveys and studies conducted by USAID, other development agencies, USAID/Mail Implementing Partners, Government of Mali, UNICEF, and OMS in the technical areas of Nutrition, WASH Agriculture, and Integrated Community Case Management (Malaria, diarrhea, malnutrition, family planning and respiratory disease). The Literature Review will result in a synopsis report, not to exceed XX pages and suitable as a basis for [what additional work]?
Stakeholder Meetings. The consultant will meet with key stakeholders in the technical areas listed above. Stakeholders will include, but not be limited to USAID, USAID Implementing Partners, Government of Mali, UNICEF, and OMS. The purpose of the meetings it to collect information about the stakeholders' health programs, their priorities, and key challenges they face in their work. Additionally, the consultant will gather information on surveys being planned in the areas of nutrition, family planning and ICCM.
Statement of Work Development.The consultant will assist the COR and AOR in drafting two Statements of Work, for future research on Nutrition, WASH Agriculture, and ICCM that meet USAID quality standards. The research will be part of USAID/Mali's research agenda and may contribute to future programming for USAID/Mali's health portfolio.
Qualifications:Master's Degree in public health with focus on research and evaluation.Minimum of 5 (five) years of experience in working with projects in developing countries in public health, particularly nutrition, WASH, and agriculture and Integrated Community Case management (ICCM).Minimum three (5) years of experience in research and evaluation, including: ICCM, indicator development, data collection and reporting, preferably for USAID-funded projects. Familiarity with USAID policies related to evaluation.Experience in West-Africa in Mali will be a plus.Written and spoken fluency in English and French are required.
