Position Overview:

The Clinton Health Access Initiative (CHAI) seeks a Program Officer, Health Financingto help the Government of Malawi (GoM) address challenges of limited resources for the health sector. The Program Officer will work in projects quantifying the financial gaps in the health sector, helping the government make health financing policy decisions through targeted use of collected data. The Program Officer will also support the program s work on assisting the Ministry of Health (MOH) with planning and budgeting, designing and implementing various health reforms, driving operational efficiencies in the health sector, and tracking outcomes and impact in the health sector. The Program Officer will work very closely with departments of the MOH, particularly the Department of Planning and Policy Development (DPPD), in addition to cooperating on a regular basis with donors, NGOs, and civil society. This position presents an opportunity to work very closely with a government that is committed to finding opportunities for sustainable financing of the health sector, with large potential impact on access to essential health services for the people of Malawi.


Provide technical support to the MOH on a broad range of health financing and systems issues, enabling MOH to mobilize more resources into the health sector and distribute them equitably, effectively and efficiently Collect, clean, and analyze data on various areas of the health sector to quantify the available resources, costs, and gaps in the health sector to inform planning and budgeting Assist the MOH with the implementation of a new sector-wide strategic plan and a revised Essential Health Package Provide technical support on public financial management reform processes across the health sector Support the development of investment cases for disease programs and health systems areas Liaise with stakeholders in the health sector to drive evidence-based operational and policy changes Assist in building capacity at all levels of the MOH Perform any other duties assigned by the Program Manager

Desired Skills and Experience:
Items indicated with an asterisk (*) are required

Bachelor s degree in international development, public health, public policy, economics, finance, business, or related field Minimum of two years of professional experience in international development, public health, public policy, economics, finance, business, or related field Demonstrated ability to multi-task in fast-paced, high-pressure environments Strong analytical, organization, and problem-solving skills Exceptional attention to detail Strong judgment and cultural sensitivity Familiarity with public health issues in Malawi or in comparable low-income country settings Experience in quantitative analysis to inform decision-making, either through coursework or prior work experience Advanced technical proficiency with MS Excel (VBA coding preferred) Excellent verbal and written communication English and Chichewa language fluency
