Position Overview:

The Evidence to Programs (E2P) Monitoring and Evaluation (M&E) Officerwill help the EGPAF Malawi team to build evidence and documentation for our work and put the lessons learned and best practices into action by integrating them into our programs. The E2P M&E Officer will be responsible for providing technical support services in areas of program design, quality improvement, monitoring, and evaluation, and may work on project reporting, documentation of best practices and learning across the program, and ensuring effective and efficient program delivery.

The E2P M&E Officer will also be responsible for identification, documentation, and dissemination of best practices and preparing conference abstracts, manuscripts, media briefs, and articles. Accomplishments of EGPAF s past Global Health Corps (GHC) Fellows include leading a research study and being an author on the published manuscript, attending the International AIDS Society conference to present on EGPAF s work, and acting as project lead for a project focused on providing technical assistance to community-based organizations in Malawi.

Responsibilities:

Evaluation and Quality Improvement (75%)

Contribute to EGPAF s evaluation agenda and priorities for identifying evidence for programs Participate in program evaluation and/or quantitative and qualitative data analysis to assess program performance and inform programmatic decision making Contribute to data collection, monitoring, and analysis Provide feedback on data to supported sites and assist site-level staff with how to use data for program planning and quality improvement, including presenting data dashboards and graphics to illustrate results and trends Participate in data quality assessments, feedback, and improvement activities for health facilities and/or local community-based organizations Support the analysis and reporting of data for Malawi s Ministry of Health, EGPAF, and donor use Support and/or lead the presentation of evaluation results to stakeholders Collaborate across the M&E and Programs teams to translate evaluation into programmatic improvements

Documentation and Communication of Best Practices and Lessons Learned (25%)

Coordinate, research, write, and edit original content for a variety of donors and other relevant stakeholders, including but not limited to: key messages, newsletters (print and electronic), brochures, impact reports, event collateral, messaging, toolkits, and internal communication Participate in the development and/or review of quarterly, semi-annual, and annual project reports Develop an overall and project-specific documentation plan(s) for documentation of best practices beyond the regular reporting requirements Document best practices and lessons learned for internal and external purposes Develop blogs on EGPAF Malawi s work for EGPAF s external website Plan, implement, and oversee EGPAF s communication activities in order to increase access and provision of HIV services in EGPAF-supported districts and the country at large Propose, coordinate with co-authors, and write article(s) for EGPAF s technical brief, Haba na Haba Participation in proposal development as needed

Desired Skills and Experience:

Bachelor s degree in social sciences, demography, project management, monitoring and evaluation, statistics, or related field* Preferred: Master s degree in public health or related field Strong analytical and planning skills, and an understanding of a range of methods for monitoring, evaluation, and assessment to promote evidence-based learning*Creativity and innovative thinking, with demonstrated analytical skills and attention to detail*Demonstrated ability to design, commission, and manage assessment methodologies and evaluations*A strong quantitative background is essential with experience in data collection, analysis, management, and presentation*Proficiency using statistical software (STATA/SPSS) and Microsoft Office Suite (Word, Excel, Access, PowerPoint)*Experience in proposal development and in writing technical reports*Ability to work in a team environment, but with self-sufficiency and self-motivation*Strong interpersonal skills coupled with excellent communication skills: verbal, written, listening, presentation, and facilitation* Ability to multi-task; flexible and capable of working under pressure and tight deadlines with demonstrated ability to prioritize across multiple projects and relationships Strong strategic thinking ability in communications and public relations environment Exceptional writing and editing ability, including the ability to adapt to a variety of tones, styles, and formats required to meet the Foundation s goals Superior organization/multi-tasking and problem-solving skills Strong research, interviewing, fact-checking, and excellent proofreading skills
