Organizational Description

The IRC opened the country program in Mali in 2012. Our programs span the range from humanitarian relief to early recovery activities, focusing on child protection, education, economic wellbeing, nutrition, health, water and sanitation. We work both in the north, central and south of Mali. Conflict and drought have displaced hundreds of thousands both within Mali and in neighboring countries. The security situation in the north remains fragile. Nevertheless the needs of IDPs and host communities affected by conflict are widespread and the issue of humanitarian access is a continuous process. The IRC works in the north of Mali to provide essential WASH, Education, and Health services at a critical time, child protection and Economic Recovery and Development programs in the most remote areas. The post is designed to contribute to enhance the capabilities and build the resources of populations to prevent and mitigate crises, manage change and enhance self-reliance and resilience.

Scope of work

Under the supervision of the Deputy Director of Programs at the Head of Office - Mali, the Economic Recovery and Development Coordinator will be responsible for the vision, strategy, design and quality assurance in the design and monitoring of the Economic Recovery and Development Projects in Mali. The Economic Recovery and Development Coordinator will be based in Bamako with frequent visits to the field sites.

RESPONSIBILITIES:

Technical Monitoring and Program Quality

Provide technical supervision of, and technical support to IRC Mali Economic Recovery and Development programming activities; with a focus on cash-based programming, food & nutritional security programming as well as agricultural programmingEnsure that economic recovery and development programs utilize standardized protocols, policies and guidelines;Ensure that all economic recovery and development activities are consistent with established best practices, are evidence-based and gender-sensitive;Supervise the development of relevant M&E systems and ensure regular follow-up on monitoring data relevant to IRC economic recovery and development programs to feed into on-going review of project cycle and decision-making for programming;Promote and support the use of ICT4D solutions where suitableLead all research and learning activities in relations to resilience building and economic recovery and development.

Strategic Planning

Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary;In collaboration with HQ-based Technical Advisors and Senior Management Team - Mali, lead the development of an IRC Mali economic recovery and development program strategy in line with IRC Mali Strategic Action Plan (SAP).Provide technical input to the establishment of IRC Mali's emergency preparedness plans and protocols.

Program Development, Communications and Advocacy

Identify opportunities for program development;Design and lead technical assessments as a basis for economic recovery and development program development;Develop program and project proposals, including theories of change, logical frameworks, program design and implementation plans and SMART indicators for the IRC Mali economic Recovery and Development Program under the supervision of the Deputy Director of Programs - Mali and in consultation and collaboration with field-based technical and management staff.Together with regional and HQ teams, identify communication opportunities for internal and external audiences highlighting humanitarian needs related to economic recovery and development and publicizing on-going projects and research.Together with CD, DDP and relevant coordination mechanisms, identify opportunities for advocacy on issues related to economic recovery and development.

Staff development

Develop and implement continuous staff capacity building plan to ensure quality gender-sensitive economic recovery and development programming ;Ensure respect for IRC HR policies during the recruitment process;Provide timely and quality performance evaluations;Promote the IRC Way with all supervisees.

Coordination and Representation

Collaborate with business development, SMT and RU members on the design and writing of proposals and strategies aimed at supporting IRC Mali's commitment to economic recovery and development outcomes as described in the country's Strategic Action Plan (SAP).Collaborate with other in-country technical coordinators to ensure an integrated strategy to achieve economic recovery and development outcomes as in the country's SAP;In coordination with the supervisor, represent IRC to UN, international and national NGOs, relevant line Ministries, and donors for economic recovery, food security, clusters and technical working groups.Participate actively in national safety networks, food security, early warning systems clusters and technical working groups; participate in internal coordination and management meetings to promote effective and efficient information sharing, problem-solving and decision making.Ensure all stakeholders are provided with updated information on economic recovery and development programs in Mali, including Head of Office - Mali, Technical Unit, donors etc.

Qualifications & experience

Professional degree preferably at the advanced level (Master) in international development, organizational development, economics, business management, agronomy etc.At least five years international professional experience, including significant experience managing emergency and recovery livelihoods programs specifically in conflict and post-conflict settings,International experience with preference in Africa;Excellent management skills;

Technical knowledge in the following areas is expected:

Cash-based initiatives such as grants/cash transfers, vouchers, or cash-for-work

Assessment Methodologies such as: value chain analysis, household economy analysis, market surveys

Agriculture-related programming such as: development of producer and marketing associations, farmer field schools, agri-business strategic planning and commercial management

Financial Access methodologies, such as: VSLA, microcredit, micro-insurance

Food security and nutrition programming

Gender mainstreaming in livelihoods programming

Experience with proposal development and project monitoring and reporting

Excellent budget development and analysis skills, including high level of excel proficiency

Experience of humanitarian coordination and representation

Proven problem solving and results oriented

Flexible work attitude - the ability to work productively in a team environment and independently

Able to respond rapidly to changing environments and work under pressure

International work experience and experience working in a multi-cultural setting essential

Experience of working in West Africa or Mali a plus

Fluency in English and French

Objectif du poste

Sous la supervision du Directeur adjoint en charge des programmes au bureau central, le Coordinateur en Bien- tre conomique sera responsable de la vision, la strat gie, la conception et l'assurance qualit dans la conception et le suivi des projets de bien- tre conomique au Mali. Le Coordinateur en Bien- tre conomique sera bas Bamako avec de fr quentes visites sur le terrain.

Responsabilit s:

Suivi technique et assurance qualit

Assurer la supervision technique et le soutien technique aux activit s de bien- tre conomique avec un accent sur la programmation CASH, la s curit alimentaire et nutritionnelle ainsi que les programmes agricolesVeiller ce que les programmes de bien- tre conomique utilisent des protocoles, politiques et lignes directrices standardis s;Veiller ce que toutes les activit s de bien- tre conomique soient conformes aux meilleures pratiques tablies, soient fond es sur des preuves et soient sensibles au genre ;Superviser le d veloppement de syst mes pertinents de S & E et assurer un suivi r gulier des donn es des programmes de bien- tre conomique d'IRC pour alimenter l' valuation continue du cycle de projet, de la programmation et pour la prise de d cision ;Promouvoir et soutenir l'utilisation de solutions ICT4D l o cela est appropri Mener toutes les activit s de recherche et d'apprentissage en lien avec la r silience et le bien- tre conomique

Planification strat qique

Faire le suivi de l' volution des besoins des communaut s cibles et ajuster les priorit s programmatiques si n cessaire ;En collaboration avec les conseillers techniques bas s au si ge et la Direction Bamako, laborer une strat gie pour le programme de bien- tre conomique d'IRC Mali en lien avec le Plan d'action strat gique d'IRC Mali (PAS).Fournir des apports techniques pour tablir des plans et des protocoles d'intervention d'urgence de l'IRC Mali.

D veloppement des programmes, communication et plaidoyer

Identifier les opportunit s pour le d veloppement du programme ;Concevoir et mener des valuations techniques comme base pour l' laboration de programmes de bien- tre conomique ;laborer des propositions de programme et de projet, incluant les th ories de changement, les cadres logiques, la conception des programmes, des plans de mise en uvre et des indicateurs SMART pour le programme de bien- tre conomique IRC Mali sous la supervision du Directeur adjoint en charge des programmes (DDP) - Mali et en consultation et en collaboration avec le personnel technique et de gestion des programmes sur le terrain.En collaboration avec les quipes r gionales et du si ge, identifier les opportunit s de communication pour des publics internes et externes qui permettent de mettre l'emphase sur les besoins humanitaires li s au bien- tre conomique et sur les projets et la recherche en cours.En collaboration avec le Directeur Pays, le DDP et les m canismes de coordination pertinents, identifier les opportunit s pour le plaidoyer sur les questions li es au bien- tre conomique.

Renforcement de capacit du personnel

laborer et mettre en uvre le plan de renforcement des capacit s du personnel de fa on continue afin d'assurer une programmation en bien- tre conomique de qualit et sensible au genre ;Veiller au respect des politiques RH IRC au cours du processus de recrutement ;Mener des valuations de performance en temps et de qualit ;Promouvoir le IRC Way aupr s de tous les staffs supervis s.

Coordination et Repr sentation

Collaborer avec l'unit de Business Development, le Senior Management Team (SMT) et les membres du Regional Unit (RU) sur la conception et la r daction de propositions et de strat gies visant soutenir l'engagement de l'IRC Mali atteindre les r sultats de bien- tre conomique, tels que d crits dans le Plan d'action strat gique du pays (PAS).Collaborer avec les autres coordinateurs techniques du pays pour permettre une strat gie int gr e et les r sultats escomptes en terme de bien- tre conomique tel que pr vu dans le PAS du pays;En coordination avec le superviseur, repr senter l'IRC aupr s de l'ONU, des ONG internationales et nationales, des minist res concern s, et des bailleurs de fonds dans les domaines de la relance conomique, la s curit alimentaire, les clusters et les groupes de travail techniques.Participer activement aux r seaux nationaux de protection sociale et de s curit alimentaire, aux syst mes d'alerte pr coce des clusters et aux groupes de travail techniques; participer aux r unions de coordination et de gestion internes pour promouvoir le partage de l'information efficace et efficiente, la r solution de probl mes et la prise de d cision.Assurer que toutes les parties prenantes re oivent des informations a jour sur les programmes de bien- tre conomique au Mali, y compris le chef de bureau - Mali, l'Unit Technique, les bailleurs de fonds, etc.

Qualifications et exp rience

Dipl me universitaire de pr f rence de niveau avanc (Master) dans le d veloppement international, le d veloppement organisationnel, l' conomie, la gestion d'entreprise, l'agronomie, etc.Une exp rience professionnelle d'au moins cinq ann es l'international, y compris une exp rience significative dans la gestion de programmes d'urgence et de moyens de subsistance en particulier dans les situations de conflit et post-conflit,Une exp rience internationale de pr f rence en Afrique;Excellentes comp tences en gestion de projet;

Des connaissances techniques dans les domaines suivants sont attendues:

initiatives CASH telles que les subventions / transferts de cash, bons ou en argent-contre-travail (cash for work)

M thodologies d' valuation telles que: analyse de la cha ne de valeur, analyse de l' conomie des m nages, tudes de march

Programmation li e l'agriculture, telle que: le d veloppement des associations de producteurs et de commerce, des coles agricoles de terrain, la planification strat gique de l'agro-industrie et la gestion commerciale

M thodes d'acc s aux services financiers, tels que: AVEC, le microcr dit, la micro-assurance

Int gration du genre dans la programmation en moyens de subsistance

Exp rience en d veloppement de propositions, suivi de projets et rapportage
