General Position Summary
The MERG Sector Manager is responsible for the strategic growth and technical oversight of Mercy Corps Lebanon's markets, economic recovery and growth (MERG) programs, as well as related program development. S/he will advise on the design, planning, and monitoring of programs, and support Program Managers in implementation to ensure interventions achieve intended results
Essential Job Responsibilities
TECHNICAL GUIDANCE & PROGRAM IMPLEMENTATION
- In coordination with the Director of Programs, lead strategic portfolio growth planning and donor engagement in Lebanon.
- Facilitate MERG strategy development process, in close collaboration with MC Lebanon, and Global livelihoods team.
- Introduce the MERG strategy to relevant stakeholders including donors, peer agencies, business owners, staff of line ministries, local authorities and community members. Foster ongoing positive cooperation with these stakeholders.
- Support MERG Program Managers to ensure successful delivery of program activities including budget and operational management, technical guidance on implementation, design and implementation of program assessments,, work plans, and other core activities.
- With support from the Director of Programs, lead new MERG program start-up, including gap filling as program manager during recruitment processes as needed.
- Work closely with the Director of Programs on hiring within MERG programs to ensure that senior and/or key technical positions are adequately staffed.
- Ensure close coordination and sharing of information with relevant stakeholders such as partners, peer agencies and local authorities, as appropriate.
- Provide regular field supervision and support MERG Program Managers with program start-up and close-out activities.
- Analyze project implementation to identify constraints to program success and provide timely recommendations.
- Liaise with the regional program team in Amman and Technical Support Unit in Portland to ensure adherence with established best practices, and identify opportunities for strengthening programming.
PROGRAM DEVELOPMENT
- Lead the implementation of the Livelihoods Strategy, including donor engagement, partnership development and proposal writing and in collaboration with the Director of Programs.
- Provide oversight of relevant assessments and mapping exercises to collect data that informs program development, namely helps position Mercy Corps as a thought leader for external audiences.
- Recommend program priorities and explore, evaluate and present new opportunities that leverage impact and/ or complement core activities.
- Ensure new program development is harmonized with existing MERGE programs, as well as other sectors such as youth and protection, WASH, governance and conflict.
- Represent Mercy Corps in Lebanon, including at workshops and task forces, to foster information sharing with donors and other organizations, and to promote Mercy Corps' thought leadership.

Knowledge and Experience
- MA/S or equivalent in social science, management, economics, international development, or other relevant field.
- At least eight years of progressive experience and proven high level of competence in working in economic development, ideally in relief and/or post-conflict settings.
- Experience managing a portfolio of programs.
- Specialized background in economic and market development including Making Markets Work for the Poor (M4P).
- Deep experience in designing and implementing economic development programming in Lebanon, in particular its displacement context, economic challenges, social stability and resilience mechanisms relevant to internal conflict preferred; preference also given to candidates with background in the Middle East region.
- Proven track record in staff and stakeholder training, mentoring and capacity building.
- Strong communication skills and sense of humor.
- Proficiency in written English essential.

General Position Summary
The Director of Programs (DOP) will work closely with the Country Director (CD) and the program teams to lead new program development and strategy, and ensure effective program coordination and technical support, monitoring and evaluation, quality assurance and accountability in close collaboration with the operations, finance and internal control teams. S/he will help represent the Mercy Corps program to donors, major stakeholders, relevant government authorities and other program partners such as other NGOs.
Essential Job Responsibilities
STRATEGY AND VISION
- Maintain a central role in developing/implementing Lebanon's country strategy, ensuring that existing programs contribute to strategic goals, objectives and targets;
- Serve as an active member of the Senior Leadership team and contribute to setting program and operations strategy and priorities;

- Coordinate with other NGOs to consolidate Mercy Corps' strategic niche and comparative advantages, while identifying strategic partnerships;
- Ensure Mercy Corps' participation in a variety of external forums/workshops/conference/sector coordination meetings to share best practices and findings with the government and development community;
- Represent Mercy Corps in Country Director's absence on relevant issues.
PROGRAM COORDINATION AND MANAGEMENT
- Provide leadership in all aspects of program coordination to ensure consistent quality, including the incorporation of cross-cutting themes, lessons learned and best practices;
- Facilitate the coordination between different programs and ensure that program managers and technical coordinators for cross-cutting themes are able to work together effectively according to program work plans;
- Ensure that program implementation is responsive to communities and partners, and aligned with Mercy Corps principles, values and strategic roadmap and country strategy;
- Work with Program Managers to ensure adherence to grant agreements, Mercy Corps' policies and procedures and relevant external rules and regulations;
- Support Program Managers to oversee performance of partners, sub-grantees and technical contractors;
- Conduct frequent field visits to all project sites for monitoring, quality control and program staff mentoring and coaching.

- Oversee the Program Performance and Quality team;

PROGRAM MINIMUM STANDARDS AND REPORTING
- Ensure that program documentation and program minimum standards are consistently adhered to;
- Ensure that a comprehensive reporting schedule and quarterly planning process are maintained and adhered to according to requirements;
- Ensure that donor reports produced by the Programs team effectively demonstrate the impact of Mercy Corps' program interventions;

PROGRAM SUPPORT OPERATIONS
- Assist the Country Director with adequate financial and staff forecasting, and ensure that available funding is in alignment with staffing plans;
- Work closely with the Operations Officer and Finance Manager to ensure that operational and financial management systems are responsive to program needs and that program staff are adhering to both donor and Mercy Corps procedures and regulations;
- Work closely with the Finance Manager and the Program Managers to identify, manage and track co-financing
- Work closely with HR Manager to ensure all staff contracts and Human Resources procedures and requirements are in place and up to date;
- Ensure adequate performance reviews are done on time, and that staff are given constant feedback on work performance and key priorities.

- Demonstrated success working effectively and respectfully with host country government. private sector, INGO, NGO partners and other stakeholders in complex environments.
- Excellent writing skills and experience with proposal development processes with prior experience with USAID, UN, EU and other bilateral funding agencies.
- Proven skills in financial and grants management; prior experience with UN, USG and European grant management.
- Successful and proven negotiation, communication and organization skills.
- Excellent oral and written English skills required; proficiency in Arabic is a plus.

MISSION CONTEXT
HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:
Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services (psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment
Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses
Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas

Strategic Program Management

CONTEXT OF THE MISSION
Handicap International s Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine). The programme is engaged in a 2nd round of expansion with new challenges, based on our RPF 2015/2019 as well as transitions with our colleagues from the DAH in the Syrian refugee crisis in Jordan and Lebanon. At Lebanon level, the program has shifted in September 2017 from a DAH management to the MEREP full management: the program is now covering the full mandate of HI with Emergency (protracted) and Mine Action as well as some new long term projects secured / in process of in Mental Health and Inclusion. The country remains challenging for fundraising with a mission facing reduction of opportunities and need of increasing its volume of actions.
The Lebanon mission is managed by a Country manager and supervised by the regional office based in Amman. Currently, 2 OC are present for the mission: a development OC and a Mine Action OC. The mission is currently closing 2 bases and reorganizing its set up to make sure that all domains are fully adhering to a comprehensive and strategic approach for the mission. The Mine Action domain includes for now only clearance activities (under the management of a Chief of Ops) but MRE and others AVR opportunities are identified.
DESCRIPTION
Under the overall supervision of the Country Manager, the Operational Coordinator will be responsible for the effective management and implementation of the Resilience, Development and Arm Violence Reduction projects of the mission with his team of PMs and Chief of Ops; guidance and management of the projects teams; compliance with PM-Box, budget regulations, donors requirements and quality insurance.

Managing and extending the AVR domain with a strong follow up of the clearance project and the donors opportunities on MRE

Context:
Lebanon is the country with the highest per capita ratio of refugee worldwide, 1 inhabitant out of 3 being displaced from Syria or Palestine. According the UN agencies, Lebanon hosted 991,917 registered Syrian refugees in February 2018 1.5 million including the unregistered - along with more than 450 000 Palestinian Refugees. Most of the refugees live in 12 official camps across the country. This situation has impact at all levels, putting a significant strain on the local resources, infrastructures and services, exacerbating already limited capacities and deteriorating the social cohesion. In this context, major child protection concerns such as gender-based violence, child labour, early marriage, school dropouts and negative coping mechanisms are widespread and increasing.
Tdh opened its Lebanese delegation in 1977. After a few years out of the country in the 90 s, Tdh reopened an office in 2006 in South Lebanon to respond to the humanitarian needs generated by the 33-day war. Tdh soon became, and still is today, the main child protection (CP) agency in the South.
Tdh interventions over the past years included CP projects for the most marginalized. Currently, two main projects are implemented: the first aimed at Palestinian since 2006 and the second at Syrian refugees since 2012. Tdh core expertise in Lebanon includes Psychosocial Support (PSS) activities, Case Management, Community Based Interventions around CP and Gender-Based Violence (GBV), Research as well as Capacity Building of local government and civil society actors.
The Coordination office of Tdh in Lebanon is located in Beirut and there is one sub-office in Tyre in the South. The position is currently based in Beirut with frequent visits in the localities where projects are implemented(ie currently: South governorate (Tyr, Saida, Nabattieh), Mount Lebanon, Beqhaa and Tripoli)**.** The delegation is composed by 58 employees who are mainly based in the South where the large part of the activities are implemented. At the beginning of 2018 the global budget is about 2.5 million, thanks to several donors, of which UNICEF is the biggest.
Main responsibilities:
The Child Protection Program Manager will oversee two main projects, a child protection project supporting Palestinian refugees in camps across Lebanon and a project referred to as Step Forward , focusing on Child Protection and Gender based violence in children, in the South. New project developments are also ongoing to which the Child Protection Program Manager would contribute to.
Fonction details:
Management team
- Directly supervises two Child Protection Area Managers (one for the North and one for the South) (under national contract)and overall a team of approximately 25 staff
- Ensures that a daily support as well as punctual trainings are organized and provided in order to develop and strengthen the programmatic technical skills of the team implementing Child Protection Projects;
- Encourages effective team work, especially on issues related to cross-sectoral collaboration;
- Ensures the coaching of any collaborator under her/his responsibility, from the recruiting to the final collaboration reports. Uses the good practices so that her/his management respects the values of Tdh;
- Evaluates the staff under her/his direct responsibility on a regular basis and pass on the evaluations and recommendations to the Program Coordinator;
- Promotes and encourages a culture of compliance and ethics throughout Terre des hommes Lebanon. As applicable to the position, maintains a clear understanding of Tdh and donor compliance and ethics standards and adheres to those standards. Communicates these values to staff and to partners and requires them to adhere to these values.
Internal Coordination
- Ensure the correct flow of operational informationrelated to her/his program within the Operational department and also to the others departments in the delegation;
- Under the supervision of the Program Coordinator and with the technical support of Regional Migration Program Coordinators, collaborates to develop and implement the thematics strategyin line with the Tdh strategic commitments.
External Coordination
- In agreement with the Program Coordinator, ensures, her/himself or in determining the most appropriate person, a regular attendance of Tdh in relevant Coordination meetingsat Local level and that a proper dataflow/information restitution within the Operational Departement, and with others Departements where appropriate, is done;
- Under the supervision of the Program Coordinator, s/he represents the organization locallyto partners, donors, NGOs, International Organizations and local authorities, and reports interview findings to the Program Coordinator.
Projects Cycle Management (PCM)
- Overseeing the planning and implementation of the projectsunder her/his Program through the management and supervision of the associated ressources in her/his team;
- In collaboration with the Q&A Department, ensures the set-up of a M&E system(M&E plan, M&E tools, analysis) in accordance with her/his Program. Guarantees a monthly quality follow-up of data;
- In collaboration with the Admin. & Finance Department, ensures the correct financial managementof projects or activities under her/his Program and the funds available for them. Guarantees a monthly tracking of budgets;
- In collaboration with all others Departments, contributes actively to prepare narrative, statistical and financial reports for donors as required, in a timely manner, as well as concept note and proposal for developing the portfolio.
- In collaboration with the Communication Officer, guaranteesa correct communication and visibilityof the projects under their responsibility and the Tdh Foundation. Produce, jointly, awareness/advocacy documents;
- In collaboration with the Communication Officer, contributes actively to draftarticles or required internal reportson the programme s activities for HQ ;
- In collaboration with the Q&A departement, contributes to the reportingon the project success, as measured by expected outcomes and indicators;
- Contribute to proposal development.
Programs Technical quality
- Ensure a proper and timely delivery of the projects under her/his Program, according to agreed outcomes, within budget and on time, by the project team;
- Provides technical support and guidance to her/his team, in order to ensure an excellent level of quality of the projects implemented, compliant with the international standards, but also to those of Tdh and donors;
- Oversee the proper monitoring ofthe Migration Program impact, assessment of the value of each activity in terms of its contribution to expected outcomes. Discuss and validate with Program Coordinator the proposed changes/adjustments in activities if needed;
- Ensure the harmonization of programmatic approach with appropriate processes, practices and tools.
